The preliminary evaluation of the "Long-term Development Strategy for Rocks略-Feasibility Study" carried out by the government in 2012年 proposed that the Central Public Works Laboratory and the History Archives Center are suitable for construction and operation in Rocks洞. Until 2016, the Civil Engineering Exhibition Department worked with the Planning Department to formulate the "Master Plan of Rocks", which established the location of the back hill of the Anderson Road Quarry as one of the 48 "strategic rock areas" suitable for development in Hong Kong.

Technically, it has little impact on residents

District Council documents show that the feasibility study carried out by the Civil Engineering Exhibition Department and the Government Archives Office has been roughly completed so far. The results of the study pointed out that it is technically feasible to set up the Public Works Central Laboratory and the History Archives Center in the "locations that can be used for the development of rocks" in the Anderson Road Quarry. The project and operation are initially assessed, and the potential impact on citizens and local residents is slight. .

4 to 5 storey buildings built in the cave

The authorities propose to build 4 rocks with a height and width of about 30 meters and a length of about 100 meters. Relevant structures and buildings should be built from 洞 to 洞kou, about 4 to 5 stories high, to provide sufficient surface area for the Central Public Works Laboratory And 歷History Archives Center. The project will also construct a connection tunnel for construction purposes and daily operation of facilities.

The authorities also plan to set up a multi-purpose site and landscaped space with the themes of slope safety, engineering science and quarry history within the facility.

Can promote Hong Kong's geological history

The document also pointed out that considering the nature of the Central Public Works Laboratory and the History Archives Center, the development of the rock can meet the needs of the facilities for a stable temperature, humidity, and safety environment.

The authorities also stated that the project will set up facilities for the public to use, including archive inspections and reading rooms, and pre-spaces will be used for community promotion, such as exhibitions on the geological history of Hong Kong, the history of the Anderson Road quarry, and the history archives. In the New Public Works Central Laboratory, lectures and workshops will be held to continue to promote STEM education related to engineering and science to the community.

Reprovisioning of the Public Works Laboratory can release land with development potential

The Central Public Works Laboratory is the headquarters of the Public Works Laboratory under the Civil Engineering Exhibition Department. It mainly provides building materials testing for government public works projects. The laboratory is currently located on the seafront of Jiuwan Bay, adjacent to the former Kai Tak Airport runway and the second core business district of East Kowloon. The authorities pointed out that the relevant lot has great potential for development, and the relevant lot is coordinated with the undeveloped plan, so it is necessary to relocate as soon as possible.

As for the Hong Kong Historical Archives, it is located in Kwun Tong. It was completed in 1997. As of April this year, the archives store 了about 1.7 million historical archives. The archive repository has been saturated, and some unused archives in Tuen Mun need to be used. Library, as the historical archives of the time.
