In response to the worsening of the epidemic, the Secretary of Education Yang Runxiong announced earlier that all schools in Hong Kong, including international schools and kindergartens, will not start the new school year earlier than August 17. Yang Runxiong held a video conference yesterday with the primary and secondary school councils and principal groups to discuss the suspension and resumption of classes.

It is understood that the bureau has initially studied that the school will resume classes "in stages" in September, and students will have half-day classes. In terms of secondary schools, the Education Bureau will try its best to prioritize secondary six students back to school and understand the need for secondary school students to start classes in September. Some principals at the meeting suggested that sixth form students can be flexibly arranged to attend classes throughout the day, and the bureau will also study the feasibility. As for the elementary school, some principals at the meeting suggested that the senior primary school students should be arranged to resume classes in September, one to two weeks later, and then to the junior primary school. Because it takes time for primary one freshmen to adapt to the new learning environment, some principals suggested that prior to the resumption of primary primary school, they should be given priority to return to school in batches. After collecting opinions from the academic community, the bureau is expected to announce it two to three weeks before the start of classes, so that schools can prepare early.

The Education Bureau earlier requested schools to suspend all school activities for two weeks, including make-up classes and extracurricular activities, until the 28th of this month. It is reported that the relevant "ban" may be extended by one more week. If the epidemic permits, schools should be allowed to hold, for example, adjustment courses for secondary one freshmen and high school make-up classes in mid-August or later.

As for the arrangements for the resumption of classes for cross-border students, some principals have suggested that they try to discuss with Shenzhen whether cross-border students can go to school in the Mainland for a short period of time. However, for detailed arrangements, the bureau still has to further discuss with the regional principals’ associations.

The Education Bureau will send staff to all primary and secondary schools in Hong Kong every September to check and count the number of students in order to approve the number of classes. The bureau is also studying different options for flexible handling. In view of the difficulties of cross-border students and non-Chinese speaking students returning to Hong Kong, some principals suggested that the bureau can only count the number of students, but "freeze" the number of classes in the year to cope with the special circumstances of the school opening.
