Another Legislative Council candidate received a question from the Returning Officer. Cheng Songtai, a passionate citizen who did not participate in the primary election of the Democratic Party and signed up for re-election in New Territories West, received a letter from Huang Zhanqiao, the Returning Officer of the New Territories West Regional Constituency at noon today (27). He questioned how he once planted the national flag upside down in the Legislative Council in 2016 and was later convicted of insulting the national flag and the regional flag. How he showed his loyal acceptance and fulfillment of his commitment to supporting the Basic Law and allegiance to the Hong Kong Special Administrative Region of the People’s Republic of China.

Zheng Songtai was charged with insulting the national flag and the regional flag in the Legislative Council Chamber in October 2016. He was convicted in the Eastern District Court in September 2017 and fined 5,000 yuan.

The Returning Officer of the New Territories West Geographical Constituency Wong Chin Kiu mentioned the incident in a letter to Cheng Song Tai, and quoted the report of the investigation committee established by the Legislative Council in accordance with Rule 49B(2A) of the Rules of Procedure to condemn Mr Cheng Song Tai’s motion and questioned Cheng insulting the national flag The behavior did not show the intention to truly and faithfully accept and fulfill the commitment to uphold the Basic Law and allegiance to the Hong Kong Special Administrative Region of the People’s Republic of China, requiring Zheng to explain.

The investigative committee that condemned the establishment of Dr Cheng Songtai’s motion was composed of 7 pro-formation members. The chairman was Liang Meifen and the vice chairman was Ho Junyao. The committee held 8 closed-door meetings and inquiries from February 2017 to March 2018. Zheng Songtai did not attend the inquiries or submit written statements. As of May 2018, the establishment Xie Weijun moved to condemn Zheng Songtai's motion, which was finally rejected with 39 votes in favor and a total of 25 votes against Chen Peiran from the democrats and medical circles.
