British Foreign Minister Dominic Raab talked with Chinese State Councilor and Foreign Minister Wang Yi on the phone on July 28 to discuss the current situation of Hong Kong and Sino-British relations. Lan Taowen pointed out that Britain’s policy toward China has not changed, and the current bilateral relations have encountered challenges, but they are not the whole story. Lan Taowen pointed out that Britain is willing to establish a positive relationship with China.

However, Lan Taowen emphasized that China must abide by its international obligations and rebuild trust with the international community. Lan Taowen said he would closely monitor the upcoming legislative council elections in Hong Kong, and said that there is reliable evidence that the human rights of Xinjiang Uyghurs have been grossly violated, urging China to fulfill its international human rights obligations.

Wang Yi expounded China's position, saying that Hong Kong is a part of China and that Hong Kong affairs are China's internal affairs, which is a matter of principle. Wang Yi pointed out that the British side had recently interfered in China's internal affairs with a series of words and deeds on the national security law of the port area. The Chinese side expressed firm opposition.

Wang Yi also criticized British Prime Minister Boris Johnson for changing his original promise and excluding the telecom company Huawei from developing 5G projects in the UK. Wang Yi pointed out that the United Kingdom followed the steps of the United States by politicizing business issues.

Wang Yi said that the two sides should strengthen rational communication and coordination, saying that China has always been an opportunity for Britain rather than a threat.
