According to the news, the police officially wanted six persons suspected of violating the Hong Kong version of the National Security Law, including those of the democratic camp in exile.
Two Democratic congressmen, Eliot Engel, Chairman of the Foreign Relations Committee of the U.S. House of Representatives and Robert Menendez, Vice Chairman of the Foreign Relations Committee of the U.S. Senate, issued a joint statement on the 31st, U.S. time, referring to China’s deep concern. Under the "Hong Kong National Security Law", six Hong Kong pro-democracy activists were announced as wanted, criticizing the move as further damaging China's credibility as a rule-abiding member of the international community. The statement also stated that it would be a huge mistake if Beijing believed that this move would silence those who support freedom, democracy, human rights, and the rule of law.

Calling the wanted US citizen Zhu Herder is extraterritorial
Among the six people wanted by the police for violating the Hong Kong version of the National Security Act, Zhu Mumin, the director of the "Hong Kong Democracy Committee", an organization for overseas Hong Kong people, is an American citizen. He claims to have lived in the United States for 25 years. The statement mentioned that China’s current wanted list includes an American citizen, describing this as an extraterritorial. The two congressmen also borrowed the famous saying of the late US President Kennedy "I am a Berliner" to mean "Today we are all Hong Kongers" (Today we are all Hong Kongers).
At present, the police are looking for six Hong Kong social activists overseas, including Huang Taiyang, former member of the local democratic frontline, Luo Guancong, former member of the Hong Kong Standing Committee of the United States, Chen Jiaju, former convener of the Hong Kong Independent Alliance, Liu Kang, former member of the student movement, and the British Consulate General in Hong Kong Former staff, Zheng Wenjie, and Zhu Mumin, director of the "Hong Kong Democracy Committee", an organization of overseas Hong Kong people. They were respectively suspected of inciting secession, colluding with foreign countries or endangering national security.
