The US Treasury Department announced sanctions on 11 Chinese and Hong Kong officials on August 7 and announced the list, including Hong Kong Chief Executive Carrie Lam, Secretary of Justice Zheng Ruohua, and Director of the Liaison Office Luo Huining. US Secretary of State Mike Pompeo issued a statement on the same day stating that the CCP clearly stated that Hong Kong no longer enjoys a high degree of autonomy.

Pompeo mentioned in the statement: "The Communist Party of China has made it clear that Hong Kong no longer enjoys the 50-year high degree of autonomy that Beijing has promised to Hong Kong people and the United Kingdom." He said that US President Donald Trump has stated that the United States will therefore Treat Hong Kong as "one country, one system" and take action against those who undermine the freedom of Hong Kong people. The US action brought out the message that the Hong Kong government’s actions were unacceptable and violated China’s commitments under "One Country, Two Systems" and the "Sino-British Joint Declaration."

Pompeo said that the 11 Chinese and Hong Kong officials sanctioned by the United States were responsible for developing, adopting, or implementing the "Minato National Security Act", or coercing, arresting, detaining, or imprisoning people in accordance with the "Minato National Security Act." He believes that China's claim that the "Hong Kong National Security Law" is used to defend Hong Kong's security, but in fact it is a repressive tool of the CCP.

In addition, Reuters quoted sources as reporting that the Hong Kong government announced earlier that the legislative council elections scheduled for September would be postponed for one year on the grounds of the epidemic, which led to Washington's decision to step up review of sanctions.
