Chen Yong, deputy to the People's Congress of the Port District, said that the draft amendments to the National Flag Law and the National Emblem Law propose to add provisions to prohibit anyone from hanging the national flag upside down, and to hang or use the national flag in a way that undermines the dignity of the national flag.
