Four days after the explosion that devastated Beirut, the authorities remain unable to provide any credible response to the disaster. Despite the multiplicity and effectiveness of non-governmental organizations which have been operating in Lebanon for years to compensate for the State's deficiencies in its basic functions, it seems unimaginable that these structures will directly take charge of relief operations. The brooms and arms of the young people who spontaneously flocked from all over the country to the stricken neighborhoods testify to the strength of the solidarity networks in the country; and also, hollow, the absence of the state apparatus. "Where's the army?" In all countries of the world, it comes to the aid of the population in the aftermath of a disaster ”, comments a Lebanese on social networks, while the images of police officers watching, impassive, the clearing operations circulate on mobile phones.
