US Secretary of State Mike Pompeo posted on Twitter on August 9 that the United States and other like-minded countries expressed concern about the "Hong Kong version of the National Security Law" and the erosion of Hong Kong's fundamental rights and freedoms. The US Treasury Department announced sanctions on 11 Chinese and Hong Kong officials on August 7 and announced the list, including Hong Kong Chief Executive Carrie Lam, Secretary of Justice Zheng Ruohua, and Director of the Liaison Office of the Central Committee Luo Huining.

Pompeo said that the 11 Chinese and Hong Kong officials sanctioned by the United States were responsible for developing, adopting, or implementing the "Minato National Security Act", or coercing, arresting, detaining, or imprisoning people in accordance with the "Minato National Security Act." He believes that China's claim that the "Hong Kong National Security Law" is used to defend Hong Kong's security, but in fact it is a repressive tool of the CCP.

Sources quoted by Reuters reported that the Hong Kong government had previously announced the postponement of the Legislative Council elections scheduled for September for one year on the grounds of the epidemic, which led to Washington's decision to step up review of sanctions.
