Cars, motorcycles, bicycles… who is affected by the obligation to wear the mask outside in Paris?

The decree providing for the wearing of a compulsory mask in the streets and the busiest places in Paris and in several French departments

Wear a mask, even while driving? On the first day of the obligation to cover the face in many streets and areas in Paris and Île-de-France, many residents wondered if the measure was also valid by car, bike or scooter.

On Saturday, upon the announcement of the entry into force of this measure this Monday at 8 am, the lawyer "Maître Eolas" indicated on Twitter that motorists and users of any means of transport (bicycle, scooter, rollerblades, etc.) ), should also comply. And therefore, they too must wear a mask.

Motorist friends, beware: the prefectural decree 2020-00635 of August 7, 2020 making it compulsory to wear a mask in Paris does not provide for any exception for people transported in an automobile, even if they are alone (which is common to admit).

Contacted by Le Parisien, the Paris police headquarters confirms that "the place prevails over the mode of travel, whether you are a pedestrian, a bicycle, a scooter, or a car". In other words, in the capital, wearing a mask is compulsory for all those who frequent the hundreds of places where “distancing is made difficult” and listed in the appendix to the decree.

"It will be the interpretation of the police"

This also applies in the other departments of the Ile-de-France since the prefectural text provides, each time, only one exception: “people with disabilities with a medical certificate”.

On the other hand, a police source tells us that agents should not issue a ticket to a driver who is alone in his car, windows closed. In other words, if a person is "locked up and in contact with no one outside". "It is common sense and it will be up to the interpretation of the police, on a case by case basis", indicates this source.

Conversely, if the car's windows are open and, a fortiori, if the vehicle is convertible, this becomes a “reason for verbalization”. The fine incurred, whether on foot or on a wheeled device, is the same: 135 euros.
