The source pointed out that Li Zhiying was arrested on suspicion of 3 charges, namely "collusion with foreign or foreign forces to endanger national security", "conspiracy to defraud" and "incitement". The other defendants were involved in conspiracy to commit fraud. It was reported that Next Media was suspected of operating "company secretarial" services in its factory in Tseung Kwan O Industrial Estate, which violated land leases and related regulations.
Statistics show that the Tseung Kwan O Industrial Estate is managed by the Hong Kong Science and Technology Parks Corporation. It is reported that the relevant approval document when the Hong Kong Science and Technology Park Company approved the land for the industrial estate stipulates that only other operations that have been approved or approved in writing by the Science and Technology Park can be carried out in the factory and cannot be sub-leased to other parties.
Earlier this year, the media reported that the headquarters of Next Media in Tseung Kwan O Industrial Estate operated two "company secretarial" companies, namely "Lego Consulting Limited" and "Next Media Enterprise Services Limited".
Lego Consulting Co., Ltd. once provided company secretarial services for 10 companies of Li Zhiying's second son, Li Yaoen. And Next Media Enterprise Services Co., Ltd. has provided secretarial services for nearly 60 companies. Some media also questioned that the two companies did not have relevant licenses.
According to the company registry, the shareholders of "Lego Consulting Co., Ltd." are Li Zhiying and Zhou Daquan, and the registered address has been moved from Tseung Kwan O Industrial Estate to Wan Chai Dongchao Commercial Center in March this year. As for "One Media Enterprise Service Co., Ltd.", the latest 2019 annual return shows that the directors include Zhou Daquan and Zhang Jianhong.
