As of Sunday, HMOs will conduct free corona tests to fly abroad for those who present a flight ticket or a document confirming a flight, and whoever receives a negative answer will be able to enter the country to which they are scheduled to fly.
The tests will be performed at the HMOs themselves about 72 hours before the departure date, with the answers being received in the time period before the flight departs.

Most countries in the world, including the EU, do not allow tourists from Israel to enter their territory, even if they present negative corona tests. Therefore, the list of countries that will allow tourists from Israel to enter their territory after presenting negative tests will be limited and will probably include Bulgaria, Montenegro, Croatia and Rwanda.
The decision will mean that even though these are only a few countries, only Israeli passport holders will be able to fly from Israel abroad and return nationwide without entering isolation. The final of the Foreign and Health Ministries is expected to be published by the end of the week.

The sky-opening outline, the full details of which are expected to be published towards the end of the week, is set to launch on Sunday, as first published in Israel Today, and is expected to include a long list of countries and not just individuals as initially reported. Among the countries will also be countries outside the EU, which are currently completely closed to tourists, but returnees from them will be able to enter Israel without having to enter isolation.
