Hong Kong version of the National Security Law | The Hong Kong Government suspends the Hong Kong-German surrender of fugitives agreement

The Consulate General in Hong Kong and Macau issued a notice to shelve the pending "Agreement between the Government of the Hong Kong Special Administrative Region of the People's Republic of China and the Government of the French Republic on the Transfer of Accused or Convicted Persons".

A spokesperson for the Special Administrative Region Government said: "It is an international practice to maintain national security through laws. Both Germany and France have enacted relevant laws, but they unilaterally suspended each under the pretext of the Hong Kong Special Administrative Region of the People’s Republic of China on the Maintenance of National Security Law. The implementation of the agreement on the surrender of fugitive offenders signed with the Hong Kong Special Administrative Region and the suspension of the approval of relevant agreements with the Hong Kong Special Administrative Region, openly interfered in China's internal affairs and violated international law and basic norms of international relations. The Hong Kong Special Administrative Region government firmly opposed this. Germany and France politicized judicial cooperation This undermines the basis for judicial cooperation between the Hong Kong Special Administrative Region and Germany and France. To this end, the Hong Kong Special Administrative Region Government, in accordance with the instructions of the Central People’s Government, suspends the implementation of the Hong Kong-German surrender of fugitives agreement and shelved the Hong Kong law on the surrender of fugitives agreement."

Hong Kong signed surrender agreements with Germany and France in May 2006 and May 2017 respectively. The Hong Kong-German Agreement on the Surrender of Fugitive Offenders entered into force in April 2009, while the Hong Kong-German Agreement on the Surrender of Fugitive Offenders has not yet entered into force.
