The defendant Wu Zhaomin (34 years old), a former financial planning manager of Dah Sing Bank, was charged with two counts, namely one fraud, violation of section 16A of the Theft Ordinance and one use of documents by an agent who intended to deceive his principal. Dah Sing said the defendant received more than 6,500 yuan in commission

Dah Sing Bank established a partnership program with an insurance company at the time of the incident to promote the company's insurance products. Account managers of Dah Sing Bank can also refer bank customers to financial planning managers to insure related insurance products. Dah Sing Bank will approve commissions based on the quarterly performance of the account manager.

One of the charges alleged that the defendant allegedly falsely claimed to a customer on or about January 19, 2019 that the purchase of the insurance company’s insurance policy was a prerequisite for opening a company account with Dah Sing Bank and intended to defraud And to induce the customer to purchase the insurance policy, resulting in him gaining benefits or the customer suffering disadvantages. Dah Sing Bank reportedly paid the defendant a total of more than 6,500 yuan in commission for the policy.

The remaining charge alleges that the defendant allegedly falsely stated in the application for the above insurance policy on or about the same day that an account manager was a recommended employee of the application, knowingly intended to mislead Dah Sing Bank. If the account manager does not resign, Dah Sing Bank will grant a commission of more than 900 yuan for its "recommendation" of the customer.

Dah Sing Bank provided full assistance during the ICAC investigation. The defendant has been granted bail by the ICAC pending his hearing on Friday.
