Could the historic peace agreement that is to be signed between Israel and the United Arab Emirates prevent the early elections?

Definitely. Already at the weekend, a different wind blew and there was a different atmosphere in the talks held by the Likud's negotiating teams and Blue and White, and there is an effort to find a compromise on the budget issue.

How can early elections be prevented?

The first option is for the Likud and Blue and White, together with the other partners in the coalition, to reach an agreement by the 24th of the month regarding the length of the period to which the new budget will apply. There are currently several issues being discussed by the negotiating teams: a blue-and-white demand to approve a biennial budget versus the Likud's demand to pass an annual budget, and a demand by the Likud to set criteria designed to allow them to gain control of the senior appointments committee. To the police.

What is the second option?

It was approved in the second and third readings of the bill initiated by MK Zvi Hauser (Derech Eretz), according to which the deadline for approving the budget will be postponed until December 3. This period will give the Likud and Blue and White factions enough time to settle disputes over the budget. The funds to discuss the preparation of the bill for the first reading. It will have only nine days to complete the work. The approval of the law requires a majority of 61 MKs in all three readings.

What happens if despite the efforts the budget law is not approved by August 24?

The Knesset will dissolve automatically without the need for the approval of the Dissolution Law. Once the Knesset dissolves, the MKs will go on a long election hiatus until the convening of the 24th Knesset.

If the Knesset dissolves, when will the elections take place?

By law, the election will take place last Tuesday before the end of the 90 days. That is, if the Knesset dissolves on August 25, the elections should take place on Tuesday, November 17.

In other countries, too, is the Knesset dispersed and elections held when the budget is not approved?

No. Israel is unusual in that the parliament automatically dissolves if the budget is not passed. In most democracies the power to dissolve parliament is vested in the prime minister. The Israel Democracy Institute examined and found that in Germany and Ireland the prime minister has the authority to dissolve parliament, but the head of state (the president) may veto the move. In Sweden, Japan and the Netherlands the power of dispersal is vested in the entire government. In Canada, the prime minister is allowed to dissolve parliament only when the government has lost confidence.

What will be Netanyahu's status if the election is brought forward?

He will be able to continue in office until after the election and the formation of a new government. Assuming that the election takes place on November 17, only on December 1 will the final results be published, and then the president will begin consulting with faction representatives on who to impose the government train on. The candidate for the formation of a government will have 28 days, and he will be able to receive an extension of an additional 14 days. In other words, Netanyahu will most likely come to court, which will begin his consecutive hearings in early January, while he is still the current prime minister.
