Deputy State Attorney for Special Positions, Attorney Nurit Littman, adopted the DIP decision and decided to open a criminal investigation against the former head of the Traffic Claims Department at the Israel Police, Deputy Superintendent Adv. , On suspicion of disrupting legal proceedings and failure to fulfill an official obligation, as part of a case conducted in the Traffic Court in Acre.

This is a matter of principle, which united the discussion in nine cases. From these arose the issue of the reliability of traffic reports produced using an automatic electronic enforcement camera system, known as A-3. The defendants in this case were acquitted, while the court criticized the manner in which the procedure was conducted by the police prosecution, for failing to transfer investigative material to the defense. This indicated that the testimony given by a representative of the Standards Institute in the case was allegedly false.

Corporal Keter, who has since retired from the police force, headed the police prosecution team. Sergeant Philippson, for her part, closely followed the handling of the case in light of his sensitivity and served as Keter's direct commander.

Following a complaint filed by one of the defense attorneys, the Ombudsman for State Representatives in the courts, retired Judge David Rosen, ruled that during the investigation of the complaint, serious and unacceptable conduct of the prosecution was discovered, with deliberate concealment of material investigative material from the defense.

The Commissioner further ruled that the factual picture that clearly emerged from the complaint shows that the court was deliberately misled by the state's representatives in the courts. Retired Judge Rosen advised the Attorney General to order a criminal investigation into the matter, and recommended to the Acting Commissioner to remove Phillipson from her post - and so he did.

Following the Commissioner's decision, all relevant materials - including materials from the Natam and the Traffic Division of the Israel Police - were submitted for examination by DIP and other parties. In the absence of a State Attorney, DIP's opinions and other relevant positions for the Deputy State Attorney's decision were transferred to special positions.

Adv. Littman reviewed all the materials and decided on the formation of a suspicion of offenses of obstruction of justice and failure to fulfill an official duty, which justifies the opening of an investigation into the case of the police officers.
