The Government considers the dismissal of Cayetana Álvarez de Toledo as spokesperson for the PP as good news. Several ministers consulted believe that it will not mean a total turnaround in Pablo Casado's policy, because it is due to an internal battle of power and not to a strategic change, but they do trust that these internal changes serve at least so that there can be more agreements between the Government and the PP at a particularly delicate time due to the health and economic crisis. What they see as very unlikely is that the popular help with the Budgets.

During the electoral campaign, Cayetana Álvarez de Toledo was considered a real gift for socialist strategists. Her harsh speech, which she developed in some important televised debates, was very useful to mobilize the left and offer the image of a PP heeled to the right, dominated by Vox, which the PSOE used insistently in the campaign.

However, now what is at stake is not the elections, which nobody in the government environment sees close, but a very delicate economic situation in which any type of agreement is welcome, such as the one that all the communities reached unanimously last week passed for the new measures against Covid-19.

For this reason, the Executive has celebrated the last movement of the PP as a minimum window of opportunity for some agreements. Currently pending are the renewal of key constitutional bodies such as the General Council of the Judiciary, which is on its way two years out of its mandate, or the Constitutional Court, the RTVE council or the Ombudsman.

Álvarez de Toledo herself assured in her explanation that Casado interpreted that she could be an obstacle to agreements with the PSOE in these matters. These pacts are taken for granted within the Government with the departure of Álvarez de Toledo and the rise of more negotiating profiles such as Ana Pastor, but in the Executive they consider that this is the least that the PP should do, because it is their constitutional obligation renew those organs, and they aspire to more.

Above all to agreements to facilitate the arrival and expenditure of the 140,000 million euros of the European reconstruction fund that correspond to Spain and that are key to economic recovery. Executive sources believe it is not feasible for the PP to even facilitate the processing of Budgets, but they believe that it would be enough for it to be a little less hostile and thus give Citizens a little more political margin, which has shown itself willing to negotiate those Accounts. The socialist part of the Executive is increasingly clear, although there is division of opinions, that they will not be able to count on ERC until after the Catalan elections. On the part of Unidos Podemos there is much more resistance to accepting Ciudadanos as a partner.

In any case, government sources consulted see the departure of Álvarez de Toledo as positive because it shows an internal crisis of the PP and a rectification of Casado himself, who was the one who elected her and marked the hard line. The coronavirus crisis, they point out in the Government, far from causing a rupture of the coalition Executive or the fall of a minister, as could be expected and has happened in some countries, has resulted in a very relevant dismissal in the PP and a change For the tactical moment, time will tell if Casado's strategic line, whose tough opposition line, even rejecting the extension of the state of alarm, has been called into question and has been internally questioned by victorious barons such as Alberto Núñez Feijóo from Galicia.

The Minister of Territorial Policy, Carolina Darias, trusted yesterday that this movement in the PP allows a "greater understanding" between the Government and the main opposition party. “It is one of the pending tasks. We need to understand each other and until now, for different reasons, it has not been possible, "he said.

The Minister of Defense, Margarita Robles, did not want to comment on the departure of Álvarez de Toledo, but she did say that "it is the time for people who are committed to dialogue, construction and joint work." "Spain needs some Budgets and this is the moment when all the political forces that have a sense of the State put aside partisan positions," Robles said.

In his opinion, all the important parties, such as the PP, should support budgets "of reconstruction, social and that allow Europe to see that Spain is a solid, serious and reliable country."
