While the normalization agreement with the principalities evokes real joy, and the missed opportunity to apply sovereignty in Judea and Samaria raises serious questions and disappointment, what is happening on Netanyahu's own territory on the issue of settlement, advancement and preservation, is mostly deeply saddening.

In recent years, the Palestinians have been dressing Area C, which is officially under Israeli security and civilian control, in "Shlomoat Beton and Melt." They are on a large offensive and work in an orderly, systematic and budgeted manner (according to the well-known "Fayyad outline"). Hundreds of thousands of acres of state land or those in the process of being registered were seized and turned into cultivated land. They are also building tens of thousands of homes in the most strategic locations, which will ultimately decide the battle for Area C. In the last decade, the number of illegal structures the Palestinians have built has increased from about 30,000 to about 50,000. During this period, the built-up area occupied by them without a permit increased from about 58,000 dunams to about 80,000 dunams.

Israel is dealing with this phenomenon, whose impact on the political future of these homelands is critical, like a monkey policeman dealing with a plague; Almost in vain. The Knesset's Foreign Affairs and Defense Committee, chaired by MK Zvi Hauser, which recently discussed what is happening in these no-man's-land districts, was exposed to its astonishment at a secret decision made by the cabinet about a year ago, which should frustrate the PA's plan to take over Area C. Map the area, appoint a projector for the issue and return to the cabinet with facts and recommendations for action. In practice, almost none of this was done. Israel continues to lose Area C, which it is ostensibly claiming as part of the future settlement with the Palestinians, and at least some of them according to the plan of the century.

We are very weak not only in "Sur Mera", but also in "Do Good". That there is no sovereignty is already clear, but neither is real settlement. About a year and a half ago, the government made a decision to regulate dozens of outposts and neighborhoods, with the aim of removing from their heads the legal sword of evacuation and destruction. Pinchas Wallerstein, full of experience and rights, was appointed projector, but when he realized that he was not allowed to work, he resigned. The result: only a few outposts were settled and dozens of others are under threat of evacuation and destruction, the result of the activities of Palestinians and left-wing organizations in the courts.

The solution to this is also simple, but a decision must be made - and Netanyahu is delaying. All that is required is to pass on to Mandelblit's ombudsman the list of unregulated outposts and allow him to decide which of them can be attached as neighborhoods to existing localities, and which should be declared localities. Netanyahu also stopped former Defense Minister Naftali Bennett in his last week at the Defense Ministry. To file a lawsuit in the Jerusalem District Court for the cancellation of the protected housing of the Hebron Municipality in the Hebron market - ancient Jewish property that was stolen from them in 1905, it will wait for the next defense minister, Bennett was told. To this day, it waits. Even Atarot - a neighborhood of 10,000 housing units , Which will decide the fate of the northern finger of Jerusalem - awaits Netanyahu, as well as construction on the A1, the area of strategic connection between Ma'ale Adumim and Jerusalem, and dozens of other more central and less central points and plans.

In general, the built-up area of Jewish localities in Judea and Samaria holds about one and a half percent of Judea and Samaria, while the blue line of localities reaches about 9.5%. This is a huge gap, but the Netanyahu government has no way to complete it. Netanyahu may be a political hawk, but his "Herzliya" approach "The main thing for him is the international recognition of the rights of the Jews in Israel. It is far from the Mapainik approach of another dunam and another tree, the one that actually shaped the settlement map and the map of the country and could have allowed even a political artist and pioneer like Netanyahu to take advantage of settlement and facts on the ground, to translate into political achievement.
