The National Fund for Social Aid of the Ministry of Social Affairs and Labor issued today an explanatory guide on the mechanism and conditions for benefiting from the national loan for those discharged from the military service, in implementation of the cooperation agreement signed by the fund with the National Small Finance Corporation last Monday.

The guide specified the terms of the loan granted without interest from the laid-offs, with a ceiling of five million Syrian pounds as a maximum, while the National Fund pays the full value of the loan interest amounting to 10 percent and the loan repayment period reaches a maximum of 5 years, starting from the date of the first installment, which starts after three months from Grant history.

According to the guide, receiving requests to benefit from loans will start from the beginning of next September by reviewing one of the Fund’s branches and centers located in the governorates of “Damascus, Aleppo, Lattakia, Tartous and As-Suwayda” and from the beginning of next October in the governorates of “Hama and Homs” so that the Fund’s centers send requests to the existing branches of the National Foundation for Finance. In “Damascus, Aleppo, Sweida, Tartous, Lattakia and Jableh” in addition to two new offices that will be opened in Homs and Hama during the coming October.

With regard to the rest of the governorates, the director of the National Fund, Louay Al-Aranji, explained in a statement to the representative of SANA that the project financed by the loan must be exclusively in the place of residence of the beneficiary, and given the absence of branches of the National Foundation in all governorates, work will be done to open branches during the current year and expand the circle of partnerships with other funding bodies to benefit The rest of the demobilized from other provinces.

The guide specifies the guarantees required for the loans, where an employee's guarantee is required in the event that the loan to be withdrawn is from “250 to 500 thousand Syrian pounds” and the guarantee of two employees if it is from “500 thousand to one million pounds.” But if the amount increases, he requires in-kind guarantees, which are “a car, real estate, or Agricultural land or jewelry "if the loan to be withdrawn is from" one million to 5 million pounds. "

The guide indicated the rights and obligations of the beneficiary from loans, fines, and the benefits of delay that may be incurred by him in the event of delay in paying his obligations and the tasks and obligations of the National Aid Fund and the National Finance Corporation and their bearing of the financial risks resulting from the lending activity.

Regarding the application mechanism, the guide clarified that the stage must review the branch or center of the fund in the governorate in which it resides and fill out a form to benefit from a “discharged loan from military service” and provide a simplified feasibility study “a financial study for the project” showing the funding required to secure the requirements of its project, then the fund branch transfers lists of applicants To the branch of the National Corporation in the governorate, which in turn calls or sends a text message to the beneficiary to review it, complete the credit file and provide guarantees, and the loan is obtained after the work team visits the project site and verifies it.

Al-Arnaji indicated that the loans are available to all demobilized people who benefited from the program to support and empower the demobilized in the first phase last year, who numbered more than 36 thousand and registered to benefit from its second phase this year, and whose number reached more than 31 thousand theater.

It is noteworthy that the program of support and empowerment of those discharged from military service was approved by the Council of Ministers on the tenth of February last year, and that the laid-offs benefit from those who spent five years or more in compulsory and reserve military service and those who were discharged as a result of injury during the war operations, regardless of the period of service and do not receive any full or partial salary .
