It is a regulatory text that comes at the right time, at the time of the Covid crisis, heralding a job crisis for young people and increased school dropout.

On August 5, a decree was issued to specify the conditions for entry into application, from September, of the training obligation for 16-18 year olds. An obligation enshrined in the Blanquer law on schools of 2019, which intends to cover this gap left between the end of compulsory education and the age of majority. In order to connect these “invisible” young people to training and employment, the text entrusts “local missions” with the task of ensuring compliance with the measure. Present in France on more than 6,800 sites, these public service structures attached to the Ministry of Labor, support each year, in conjunction with social and education players, more than 1.3 million 16-25 year olds in precarious situations and isolated, towards employment, training, but also housing, culture and sport.
