He said that the "lower-level workers" who currently earn a minimum wage of RMB 37.5 per hour earn only RMB 7,800 per month, which is far lower than the general wage level in society.

Huang said that the number of people covered by the minimum wage has been reduced from 180,000 in 2011 to 20,000 now. He believes that the number of people earning the minimum wage has dropped significantly, and the increase in the minimum wage has little effect on the operating costs of enterprises. The increase in the minimum wage will not put unbearable pressure on the business sector, but will reduce the burden on the living of the grassroots.

He pointed out that the cumulative increase in the minimum wage up to 2019 is 33.9% and the cumulative increase in the Consumer Price Index Category A in the same period is 32.4%. The two are very close, with a difference of only 1.5 percentage points. Therefore, it can be said that the real purchasing power of "bottom workers" There has been no improvement.

The cumulative increase in the median hourly wage and GDP from 2011 to 2019 was 39.3% and 48.3%, respectively, but the minimum wage increase was only 33.9%, which lags behind by 5.4 and 14.4 percentage points respectively. The data shows that the minimum wage has deviated from the wage growth of most Hong Kong employees, and the “lower-level workers” have been unable to share the social and economic achievements, which is also the main cause of working poverty.
