According to a document submitted by the HKCSS to the Sai Kung District Council, the HKCSS suggested to use Po Lam North Road near Po Lam Fire Station, a 3,811 square meter village-style development site; and the junction of Tong Yin Street and Chi Sin Street (opposite to Tin Jin 2) ), a land of about 3,800 square meters for government, institution or community facilities, using the assembly method to construct modular houses for transitional housing purposes. The two sites provide a total of about 400 units, each of which is four stories high, and provides households with 1 to 4 persons. The per capita living area will be no less than 75 square feet.

At the same time, the modular housing units are equipped with basic facilities, and will take into account the surrounding environment and regional needs to provide relevant social facilities or services.

As for eligible households, those who have been waiting for public housing for 3 years or more, or who live in unsuitable housing, and those with other social needs. The tenancy of the tenant will not be less than 2 years, and within 1 month after the public housing unit is allocated and accepted, the unit needs to be returned. The rent level refers to the "Social Housing Sharing Scheme", the maximum amount of rent allowance for CSSA, The income level of tenants, etc. The HKCSS will invite non-governmental organizations familiar with the area to operate, recruit suitable tenants and provide community services.

The HKCSS also stated that it will continue to conduct feasibility studies for the two proposed sites and the site next to Yiming Village, and commission a quantity surveyor to estimate, find and apply for funding for the proposed project. Subsequently, the bidding process will be carried out, construction companies and modular house manufacturers will be invited to bid, and operating organizations will be invited so that the operating organizations can prepare to provide services and select tenants in advance.
