The head of the national delegation to the meetings of the constitution discussion committee in Geneva, Dr. Ahmed Al-Kuzbari, stressed the necessity of agreeing on national principles before proceeding to the constitutional principles, the most important of which is respect for the sovereignty, unity and independence of the territories of the Syrian Arab Republic, which is a noble national principle.

Al-Kuzbari said in a press conference on the sidelines of the committee’s third round meetings in Geneva today that we agreed in this round on an agenda that we started with, which is to discuss the national foundations and principles, as all the drafters of constitutions in the world agree on national foundations .. We are here starting from something fundamental .. we have An existing state .. an existing state that has a constitution, and we agree to draft a new constitution or amend the current constitution. Therefore, there must be a basic consensus on national principles .. These principles differ from the established constitutional principles .. And when the parties agree on the national principles, we proceed to the second process, which is the principles. The constitution, which will be drawn up in the form of texts and materials drawn up according to the constitution and according to its structure, which are divided into different chapters .. This constitution is for future generations and it is the future of Syria.

Al-Kuzbari stated that the constitution cannot be completed in a short period of time, and that the national delegation is keen to proceed in this process according to precise and methodical stages, not jumping directly to the drafting, explaining that the national delegation, during the last round, raised the issue of state sovereignty as a first principle since the entire political process begins with the first item. It is a respect for the sovereignty, unity and independence of the Syrian territories, and this is a fundamental thing and a noble national principle, and at the same time it is a constitutional thing. When we talk about this issue, we are directly at the heart of the constitution, in addition to fighting and rejecting terrorism as a national principle that cannot be ignored after nearly ten years of the terrorist war against Syria.

Al-Kuzbari clarified that in order not to engage in debates as in previous rounds, the national delegation presented in this round the principle of the common Syrian national identity as a national principle, and we hoped that there would be interaction from other parties in this matter, and this is not a precondition, but rather a methodology aimed at knowing the opinion of the other party of this principle and in case Consensus on it will move to the other principle, and if it is not agreed upon, it will be set aside and move to another national principle. Any party has the freedom to present anything it deems as a national principle and everyone should discuss and respond to it, otherwise results will not be reached.

Al-Kuzbari indicated that there is a clear intention on the part of some parties to disrupt, and it has become absolutely clear in this round, but he expressed his hope that it will reach constructive results and reach some of the participants because without reaching basic national participants, a constitution cannot be built.

He added that a national principle must be agreed upon so that we can formulate a constitutional principle from it, and after it the articles that fall within the core of the constitution can be drafted, explaining that the issue of national identity has been raised and a common point has not been reached in it, just as the principle of cultural diversity has been raised.

In response to a question between Al-Kuzbari that the national delegation called itself patriot because it is coming from Damascus, not from Riyadh, Istanbul, Cairo, or Moscow, and he said when I say the Turkish delegation, I respond to his statements, although they are true and not an arbitrary designation .. We are committed to all the principles and they are when They break the assets we are able to stop them.

Al-Kuzbari reiterated that this committee is Syria with Syrian ownership and the leadership of Syria and the United Nations is a facilitator of this process and no outside interference can be accepted in its work, pointing out that the meetings of the American official James Jeffrey with the "opposition" before the start of the tour clearly indicate American interference in the work of the committee. .

Regarding the infection of some members of the delegation with Corona, Al-Kuzbari explained that there is something incomprehensible in the matter, especially that the PCR examinations in Geneva of the four people showed that they were infected, so that it was found later that there was no infection .. We were surprised yesterday that they were prevented from attending the sessions .. They say that they are not contagious and they are negative. I mean, there is something incorrect and unclear in this regard, confirming that the people who claim to be infected do not have any symptom of the known symptoms that affect the person in relation to Corona.
