Is liberalism an ism like all other isms ? I think it was in the past. In the 19th century and for a few years in the 20th century, liberalism was a comprehensive ideology: free markets, free trade, freedom of expression, open borders, a minimal state, radical individualism, civil liberty, religious tolerance, minority rights .
