Coronavirus in the City: what are the three keys to the new stage of quarantine

This Monday begins the 12th period of a quarantine that takes 164 days. A period that, timidly, will allow us to get a little closer to the new normal . In the City there will be three flexibilities. Bars and restaurants will be able to set tables on the sidewalk or on their patios or terraces, with the attention of waiters, so that customers can consume on the spot. The construction works will be reactivated. And, finally, meetings of up to ten people will be allowed, as long as they are outdoors and in public space.

The openings are less than those expected by the Buenos Aires government, which did not have the presidential permission to enable the work of domestic workers. He also failed to get the Ministry of Education to let him reopen the schools to receive students who could not connect from home.

In this way, with activities such as commerce, hotels and individual sports already enabled, for this new stage there are only three flexibilities . For later there are the reopening of shopping malls, theaters and cinemas, among others. These are the three keys to keep in mind from Monday.

The head of the City Government, Horacio Rodríguez Larreta, assured this Friday when he made the announcements that the number of daily cases in the Capital is stabilized at 1,100. Just that night, 1,408 cases were reported in residents. In Province, there were 7,408.

Earlier, President Alberto Fernández had left open the possibility for each jurisdiction to decide whether to allow meetings of up to ten people in the open air , either in public spaces or on private terraces or patios. The Buenos Aires government resolved that it will not authorize them.

The City will allow them, but with limitations . The deputy head of government, Diego Santilli, clarified on Radio con Vos that they cannot be done in patios or terraces of private houses because "people neglect themselves." And what will happen to the open spaces of the buildings is analyzed.

Where meetings will be allowed, Santilli said, is in public space. That is, in squares and parks .

Outdoor gastronomy with tables and service

In the gastronomic places to the delivery and "take away" services, outdoor tables are added with the attention of waiters from this week, with the publication of the corresponding protocol. This ranges from tables on the sidewalks or part of the road -in some cases it is planned to take away space for cars-, to patios and terraces of the premises.

It begins with the premises that already have permission for tables ("approved gastronomic area"), after validation on the Buenos Aires Government website. The rest must process an authorization for the tables on that same website.

There may not be any service in the internal rooms. In addition, access to playgrounds must be disabled.

The minimum distance between people must be at least 1.5 meter. Simultaneous coexistence in the same physical space must be kept to a minimum. Both the staff of the gastronomic establishments and the clients must wear masks.

In the event that the establishments do not have direct access from the outside to the patio or terrace , a corridor free of objects that includes both directions of circulation must be demarcated. The permanence of people in the traffic lane must be avoided.

Each table must have its own free radius of 1.7 square meter compared to others. The circumference that delimits each one of them must be separated by 1.5 meters from another, measured from their limits. Tables should be a maximum of four people .

A sanitizing point with gel alcohol or sanitizer must be placed in each of the spaces.

Tables should be sanitized after each guest leaves before a new one is seated.

The premises must contract a civil liability insurance for the tables on the sidewalks or extend the one they have to cover them.

As in all the activities that were enabled, the use of electronic means of payment is recommended . In case the payment is made through credit or debit cards, they must be with a solution of water and alcohol. The same will have to be done with the posnet. It is also advisable to use partitions or screens in the boxes that ensure the protection of the employee and the client.

Workers must have a replacement of Personal Protection Elements (PPE) and a wet disinfection kit . The latter consists of water and detergent for cleaning and a solution of 10 ml of bleach in one liter of water for disinfection.

Workers cannot use public transportation.

Each gastronomic place must implement cleaning, general disinfection and prevention measures in facilities, kitchens, lounges and toilets, and waste treatment and receipt of merchandise, as indicated in the protocol.

Construction works

Works larger than 5,000 m2 or smaller ones, with up to 90 days to complete, are authorized.

As of the publication of the protocol, works greater than 5,000 square meters or those smaller than 90 days before completion are authorized .

The works can take place from Monday to Friday from 10 a.m. to 7 p.m. and Saturdays from 10 a.m. to 2 p.m.

In the workplace, a distance of 1.5 meters between people must be guaranteed. And the simultaneous coexistence of workers in the same space will have to be reduced to the minimum possible. The use of face masks will be mandatory for everyone.

The project manager must form operational crews, providing sufficient separation between active jobs, with a maximum occupancy factor of one person every 4 to 6 square meters , maintaining 1.5 meters of separation.

Autonomous and isolated work should be prioritized. And adapt the different tasks in rotating work shifts. Workers must have a replacement of Personal Protection Elements (PPE) and a wet disinfection kit. They will not be able to use public transport.
