Corona Commissioner Prof. Roni Gamzo presents today (Monday) the "traffic light" program he initiated, and which the Corona Cabinet approved yesterday. The plan will be implemented within a week - from September 6, and the fight against the epidemic in the coming months will be conducted according to it. Gamzo's remarks come in the shadow of a dispute with the ministers regarding the opening of the education system tomorrow, even in "red" cities with high morbidity - contrary to his position.

According to the outline of the corona commissioner, as early as next week, restrictions will be imposed on "red" cities, including entry and exit from the settlement for essential workers only, leaving the house for only essential needs within a range of 500 meters, the possibility of imposing a night curfew and closing businesses. Gamzo is also expected to comment on the Corona Cabinet's decision to open the school year as a series tomorrow across the country, contrary to his recommendation not to open the education system in "red" cities.

Last night, the ministers approved the conditions for classifying localities according to the level of morbidity and the corresponding restrictions, as well as regulations regulating for a limited time the manner of holding prayers on the Tishrei holidays. According to the decision of the Corona Cabinet, in the coming holiday period it will be possible to hold prayers in an open area, while dividing into complexes with a separate entrance for each group. Each complex will have a fixed group of 20 people at most. Each group will be required to maintain a distance of two meters between people who do not live together, or at least a distance of two chairs.

According to the "traffic light" plan, corona treatment will be carried out differentially between different cities according to the morbidity data. Each local authority will receive a score between 10-0 according to the following variables: the number of new diagnoses per week per ten thousand residents, the rate of positive tests in each locality per week, the rate of increase in the number of new infections in each local authority per week. Accordingly, it will be determined whether a city is "green" - with low morbidity, "yellow", "orange" or "red" - with a morbidity level that requires the imposition of restrictions.

The outline for holding prayers during the Tishrei holidays:

  • Prayer in an open area will be conditioned by division into complexes
  • Each complex will accommodate a group of up to 20 people
  • Each complex will have a separate entrance
  • Rigid or nylon partitions will be placed between the compound
  • Worshipers will be required to maintain a distance of 2 meters
  • In the prayer of more than 250 people, the division into complexes will be made with prior approval

As part of the program, Gamzo proposed not to reopen the education system in "red" cities, except for special education and kindergartens. However, the Corona cabinet ministers accepted the position of Education Minister Yoav Galant, who proposed opening the entire education system as a series on September 1 - even in localities where the level of morbidity is high. Galant told the Corona Cabinet that "I am fighting here on behalf of 5% of all students in Israel who live in so-called 'red' cities. They must not be prevented from starting the school year, for no good reason."

Contrary to his remarks, Gamzo said at the hearing that "in 'red' cities there will be no choice but to impose restrictions on the education system." After his position was not accepted, the Corona commissioner demanded that a special ministerial committee discuss later the possibility of restrictions on the education system in localities with a high level of morbidity. After the hearing, Gamzo said that "a decision has not yet been made to open the school year in red cities. My unequivocal position has not changed: opening a school year in red cities will lead to an outbreak of morbidity in these cities and other cities. I will continue to fight for it in the coming days."
