Long months of clashes between the IDF and Hamas were halted yesterday (Monday), at least temporarily. The sequence of hot air balloon launches from Gaza and rocket fire, which drew a response from the IDF, was interrupted with reports of agreements between Israel and the organization, mediated by Egypt and Qatar.

While Hamas claims to have managed a series of victories, Israel has denied the allegations, claiming that the situation has in fact returned to the days before the escalation.

How did it all start, and what did the parties achieve at the finish line?

What were Hamas' demands?

The terrorist organization in Gaza led to an escalation along the Gaza border about a month ago.

It began with a gradual return of incendiary balloons - in a way that led to the ignition of widespread fires in the western Negev settlements.

Some of them had an improvised explosive device attached to them that could cause a loud explosion.

Later, as the response attacks from Israel arrived, rockets were also fired at localities.

Initially, the organization's goal was, by definition, to lift the siege on the Gaza Strip, improve the economic situation of the Palestinians, and promote infrastructure projects such as water, sewage, and electricity in the frozen Gaza Strip.

The organization also demanded an expansion of the number of workers going to work in Israel, an increase in Qatar's aid budget with each three-stroke and commitment to aid, and an expansion of UN economic aid to a value that preceded the pre-Corona crisis. Less than that.

What is Israel's position?

Already at the beginning of the escalation, Israel made it clear through the Egyptian mediator that Israel was not delaying the implementation of the projects planned in the Gaza Strip.

It sent a message to Hamas that it was a slowdown due to bureaucracy between UN organizations, donor countries, and due to Israel's internal affairs. It also clarified that Palestinian workers were not allowed to enter its territory - following the corona crisis and fear of an outbreak of the virus.

How were the parties dragged into escalation?

Hamas was not convinced by the answers provided by Israel.

An Egyptian delegation entered Gaza to mediate between the parties and informed Hamas leader Yahya Sinwar that Israel outright rejects all of the organization's new demands.

At this point, incendiary balloons returned to the picture alongside violent demonstrations on the border fence.

Then, also rocket fire.

Apart from attacks on the Gaza Strip, Israel also responded by closing the Palestinian fishing area and the Kerem Shalom crossing, with the exception of the transfer of humanitarian equipment.

Which girls did the parties reach?

Last week, the Qatari envoy entered the Gaza Strip and exchanged messages between Israel and Hamas.

After Sionwar realized that Israel had no intention of compromising its position regarding the entry of workers and the promotion of projects, he agreed on several understandings: preventing terrorist balloons, rocket launches and demonstrations on the fence in exchange for Qatari money, opening Kerem Shalom crossing for goods, fuel and gas and fishing.

Yesterday, Israeli sources denied further claims of further achievements by Hamas, and that this is in fact the situation that prevailed before the escalation.

"We're back to zero," they said.

What are the gaps between the parties?

Hamas is still interested in significantly improving the Palestinian economy, by removing movement restrictions to and from the Gaza Strip, rebuilding infrastructure and expanding the scope of economic assistance provided to Gaza each month.

Israel is still insisting on refusing to allow Palestinian workers into its territory for fear of the corona spreading.

As for promoting the infrastructure gap, Israel continues to claim that internal bureaucracy and UN institutions and donor countries was delaying the matter. Executives international aid organizations do not come to Gaza for fear of infection source.

More security sources claim that large-scale projects such as Hamas interested in Employment areas in the Gaza Strip, exports and entry of various types of goods, such as accelerating infrastructure rehabilitation, will not progress without a solution to the issue of prisoners and missing persons.

What are the consequences?

The Gaza Strip is suffering from an acute economic crisis that is intensifying against the background of the corona crisis and a reduction in donations from around the world.

In the past two weeks, the Hamas government itself has imposed closure on Gaza and the surrounding area and has begun forcibly enforcing it through its security apparatus, fearing an outbreak of the virus.

The Hamas leadership fears losing control over the extent of the disease in particular and the Palestinian street in general.

The unemployment rate in the Gaza Strip has already risen to 60%.

The biggest concern in Israel and the Gaza Strip is a health crisis that cannot be controlled.

Also, this may be a temporary solution only.

Hamas circulated yesterday that it had received commitments even though Israel had not approved them, which could lead to disappointment on the Palestinian street and frustration with the resumption of violence.

The status of Islamic Jihad also plays a role in the issue.

Since the organization does not receive money from Qatar - it is not committed to understandings.

In a situation where there is no clear strategy for what to do in the Gaza Strip, the IDF may be surprised again by another round of violence.
