"That was a very, very intensive discussion," says the Bavarian Prime Minister.

“But I am glad that we are now following a unified path.” And the Chancellor also looks relieved.

Behind them lies a strenuous video conference with the prime ministers of the federal states - around six hours in which the heads of government discussed the mask requirement, people returning from vacation and penalties for violations.

They were able to agree on most of the regulations.

Corona: In Bavaria, the fine remains extremely high

Söder has been pushing for this for a long time:

For example, in some federal states there were no fines for violating the mask requirement, while the Bavarian Prime Minister recently increased the fine from 150 to 250 euros.

The other prime ministers have actually agreed that tests for travelers returning from non-risk areas should no longer be free of charge.

“From my point of view, the previous strategy was correct,” says Markus Söder.

Corona crisis: mask requirement in class

According to this, uniform hygiene concepts should be designed for schools, for example - but whether the pupils ultimately also have to wear a mask in class must be decided according to the seven-day limit value of the respective region.

Markus Söder had sharply criticized that.

The federal and state governments now want to write a change in the law so that all those who travel to a designated risk area in spite of everything are not compensated for their loss of income in their quarantine.

The regulation has sparked debates above all because Minister Jens Spahn (CDU) wants to abolish the test obligation for returnees and replace it with more extensive quarantine.

Söder emphasized that he only wanted to adopt a quarantine regulation if it also worked.

You have to be careful "that you don't have any more tests at the end and still nobody goes into quarantine".

He doubted that the controls necessary to enforce the quarantine in the communities would be possible with the current staff.

The digitization of the exit cards in airplanes also has to work first.

The remaining agreements are for the time being a success for him - even if he regulates a few things differently in Bavaria.

There is now also a temporary mask requirement in schools in Bavaria.

Contact restrictions

Bavaria

: Groups of up to ten people can meet in public spaces.

There are no strict numerical restrictions in private rooms and gardens, but the number of people there should be limited so that a minimum distance of 1.5 meters can be maintained.

Berlin

: There are no contact restrictions.

However, distance and hygiene rules still apply.

School and daycare centers

Bavaria

: After the school holidays there should be a mask requirement outside of class.

All children are allowed to go back to kindergartens and crèches.

From September onwards, children with a cold and runny nose should no longer be automatically excluded from daycare.

NRW

: Mask compulsory even during lessons.

Only elementary schools are excluded.

The scheme will initially run on a trial basis until August 31.

Regular operations apply again in the daycare centers.

Markus Söder announced a mask requirement for starting school.

This is now to be officially decided in the cabinet.

Celebrations and events

Bavaria

: Weddings and other celebrations can take place with up to 100 people indoors or up to 200 people outdoors.

And innkeepers and discotheques are allowed to rent out their rooms for private and cultural events.

Professional or business-related events such as conferences or congresses are permitted under the same conditions as cultural events - that is, with assigned seats with up to 400 guests outdoors and 200 indoors.

Without a seat allocated, the upper limit is 200 or 100 people.

Markets without a folk festival character, such as smaller art and craft markets or flea markets without a large number of visitors, are permitted outdoors subject to conditions.

Thuringia

: Private celebrations in closed rooms must be announced two days in advance with the respective municipality for 50 or more participants, outdoors for 100 or more participants.

Demonstrations

Bavaria

: A decision on demonstrations should be made on a case-by-case basis.

Meeting places must offer enough space for the minimum distance.

Schleswig-Holstein

: Meetings and demonstrations are possible with up to 500 participants outdoors and with up to 250 in closed rooms.

Fines

Bavaria

: Anyone who does not wear a mask in shops or in public transport has to pay 250 euros, in the case of recurrence 500 euros.

In the case of violations of quarantine measures, for example for those returning from vacation, 2000 euros are due.

Saxony

: In the event of violations of the mask requirement, 60 euros are due from September 1st.
