The Secretary General of the OAS, Luis Almagro, has just vetoed the reappointment of Brazilian Paulo Abrão as Executive Secretary of the Inter-American Commission on Human Rights (IACHR).
Abrão was nominated by all the members of the Commission.
Almagro is not obliged to abide by the recommendation.
But it is the first time that a general secretary ignores that opinion.
The novelty is not technical.
It is politics.
The fracture in domestic politics in most of the region's countries has produced increasingly intransigent international alignments.
