The Logistics Department stated that the masks involved were purchased from a local supplier through direct purchase in March this year.

According to the content of the purchase contract, the supplier must provide a total of 32 million masks. The source of the masks is Japan, and the product specifications are in line with the second level of the American Society for Testing and Materials (ASTM) mask standard F2100.

The price of masks was similar to the current market supply price.

The supplier has so far delivered 32 million masks to the Logistics Department in batches and has collected 97.75 million yuan in payment.

All the masks involved are currently in the inventory of the Logistics Department and have not been distributed to any government department for use.

No quality problems found, the Logistics Department will pursue compensation

The Logistics Department continued that before awarding the purchase contract for the masks involved, it had received documents such as product specification test reports, product information, and manufacturer letters from suppliers as evidence that the masks met the above-mentioned second-level standards and the source of origin.

The supplier again submitted product specification test reports in June and July to prove the quality of the masks they shipped.

The Logistics Department has inquired with the issuing organization about the product specification test report submitted by the supplier, and the issuing organization has also confirmed the authenticity of the test report.

When the Logistics Department inspected the goods according to the established procedures, no quality problems were found.

The Logistics Department later learned that the 32 million masks in the contract did not match the content of the procurement contract, and not all came from Japan.

The Logistics Department immediately stopped issuing the remaining payment due to the supplier.

The Logistics Department has revoked the procurement contract with the supplier and will seek damages and compensation from the supplier.

Customs investigation: most are not produced in Japan

The Customs pointed out that the Logistics Department reported to the Customs on August 31 and immediately launched an investigation and found that the surgical masks involved were supplied to the Logistics Department by a local trader through a transportation company.

The mask is packaged in a carton or plastic bag. Each box/pack contains 50 pieces. The package contains information from a Japanese manufacturer and the country of origin is Japan.

Preliminary investigation found that most of the surgical masks involved were not produced in Japan, which did not match the claims.

Supplier and transportation company director arrested

The Customs launched an operation yesterday to search the two office locations of the trading company involved in the case in Cheung Sha Wan and Kwai Chung, and arrested a 39-year-old male director of the company.

Investigations revealed that the involved trading company and a transportation company jointly occupied the above-mentioned office location in Kwai Chung. Customs officers also arrested a 47-year-old female director of the transportation company yesterday. The two are now on bail pending further investigation.

During the operation, the customs seized a total of 4 computers for further investigation.

In addition, the Customs has also arranged for the mask samples involved in the case to be sent to the laboratory for a safety test on the total number of colonies.

The case is still under investigation and it is not ruled out that more people will be arrested.
