According to the report, the letter was made public on September 8. Signed groups include organizations concerned with human rights issues in Xinjiang Uyghurs, Tibet, Hong Kong and Inner Mongolia, with headquarters in Asia, Europe, North America, Africa and Australia.

The letter accused Beijing of failing to improve its human rights record after hosting the 2008 Olympics. Since then, it has further established an "Orwellian" surveillance network in Tibet, imprisoning more than 1 million Uyghurs, and is suspected of being in Hong Kong and Inner Mongolia. The International Olympic Committee has stated that it is neutral on political affairs, and that it has given member countries the right to host the Olympic Games, which does not mean that they agree with the country’s political structure, social environment and human rights standards.
