Hydrogen sulfide leaks from sewage treatment plants for two consecutive days​

In response to enquiries, the Drainage Services Department stated that the new facilities of the San Wai Sewage Treatment Plant Improvement Project have been completed and are undergoing testing and adjustment in phases.

Beginning on August 23, the contractor is testing and adjusting the newly built sludge dewatering facility. The test was completed on September 7.

During the daily inspection on August 24 and 27, the engineering consultant found that the odor in the sludge dewatering building was relatively strong, so he immediately measured the gas concentration at different locations in the building.

On August 24, the concentration of hydrogen sulfide at the sewage plant site was about 1 ppm, which had been treated immediately; on August 27, the concentration of hydrogen sulfide was slightly lower than 13 ppm.

In the incident on August 27, for safety reasons, the engineering consultant also used gas detectors outside the sludge dewatering building to detect hydrogen sulfide. The concentration of hydrogen sulfide in the building was 15 minutes after the enhanced ventilation Inside has returned to a low level.

The data shows that the concentration of hydrogen sulfide released is relatively low. If it reaches 50 ppm, it can cause airway irritation, and 1 ppm will smell bad.

The department emphasized that because the incident only affected some areas within the sludge dewatering building where people are only allowed to enter, and no hydrogen sulfide was detected outside the sludge dewatering building, there were no abnormalities in other places within the sewage treatment plant site. Because of the smell, the citizens near the sewage treatment plant were not notified of the incident.

Investigate the problem caused by the exhaust system of the dehydration building

The Drainage Services Department's subsequent investigation found that the August 24 incident was caused by a problem in the contractor's adjustment of the exhaust system and air valve, which caused a small amount of hydrogen sulfide to temporarily stay in the sludge dewatering building.

As for the leakage incident on August 27, the ventilation system in the sludge dewatering building had to be intermittently shut down due to the testing of fire-fighting facilities, resulting in a temporary increase in the hydrogen sulfide concentration in the sludge dewatering building.

According to the department, the engineering consultant has issued a warning letter to the contractor regarding the two incidents, instructing the contractor to properly arrange the testing and adjustment of the ventilation process of the sludge dewatering facility, and to start the sludge dewatering building as soon as possible. Gas alarm system.

However, the agency denies that there are reports that the related systems have failed twice.

The department has reflected the incident in the performance evaluation report of the contractor. The contractor Anle Engineering Associates has reviewed and improved the relevant processes, adjusted the deodorization system, and adjusted the air flow to prevent the incident from happening again. 

The Drainage Services Department emphasized that the incident did not involve the storage of dangerous goods or gases. It was only of a site-safe nature. In addition, the incident was immediately handled in accordance with the requirements of the engineering contract. Therefore, there is no need to notify other departments, including the Fire Services Department, under the current mechanism.

The department explained that the sewage treatment plant treats a large amount of sewage and sludge every day, and it is inevitable that some locations are more prone to odor problems, especially in the part where the sludge is processed, which is prone to generate hydrogen sulfide. Therefore, the relevant facilities in the sewage treatment plant are designed There are a large number of ventilation and deodorization systems.

Regarding the incident on August 27, the gas detector also issued an alarm to remind personnel to follow up.

Anle Engineering: The joint venture company has reported to the Drainage Services Department

In response to enquiries, Anle Engineering stated that the joint venture company of the project had reported to the Drainage Services Department regarding the incident.

Due to contract terms, no further information could be provided.

The Labour Department replied that it immediately sent staff to the sewage treatment plant to conduct an investigation upon learning of the incident. During the above incident, the concentration of hydrogen sulfide did not exceed the occupational health standards. In the two incidents, no workers were injured or felt unwell.

The Labour Department carried out air testing in and around the plant, and no hydrogen sulfide gas was found in all test locations.

The Fire Services Department replied that according to records, no emergency call for suspected leakage of hydrogen sulfide gas was received from the San Wai Sewage Treatment Plant or its nearby locations on August 24 and August 27.

The Fire Department sent personnel to the San Wai Sewage Treatment Plant on September 2 to make an inspection and used a gas detector to detect it. No unidentified gas was found.

The Dangerous Goods Division under the Fire Services Department’s License and Approval Region has no records of related incidents.

The Environmental Protection Department replied that on August 24 and 27, the Department had not received any notification from the Drainage Services Department of the suspected leakage of hydrogen sulfide gas. On September 3, it had sent personnel to the sewage treatment plant to investigate and asked nearby residents. There have been odor nuisances.

The value of contracts completed at the end of this year was 3.14 billion

According to the information of the Drainage Services Department, the San Wai Sewage Treatment Plant Improvement Project (Phase 1) is in charge of the Anle-Delman-China Harbour Joint Venture Company.
