Tonight (Thursday), the cabinet ministers are expected to make a decision on the next steps that will be applied to the State of Israel during the holiday season, with the aim of reducing the incidence of the corona virus.

All the ministers are waiting from 17:00 in the Prime Minister's Office and in the Kirya, for the corona cabinet meeting to end and the cabinet meeting to begin.

At the end of the cabinet meeting, Prime Minister Benjamin Netanyahu asked National Security Adviser Meir Ben Shabbat and Corona commissioner Prof. Roni Gamzo to prepare a plan to exit the three-week closure, and move to a softer outline, which will be presented at the cabinet meeting later tonight.

"No decision has yet been made on a closure, but Netanyahu is already giving instructions as if such a decision had been made," said a source involved in the meeting.

During the cabinet meeting, Defense Minister Bnei Gantz expressed dissatisfaction with the fact that the discussion has focused from the outset on imposing a full closure, and has not really discussed softer alternatives.

Science Minister Yizhar Shai proposed imposing a night-time closure across the country for an extended period to prevent gatherings at places of entertainment, events and weddings, as a substitute for a full closure.

Ministers Israel Katz, Amir Peretz and Yaakov Litzman supported his proposal.

Full closure or "tight restraint"?

Finance Minister Israel Katz expressed opposition to a full closure and demanded that before the closure begins next week, another discussion be held in the Corona Cabinet.

"This is a decision that does not look at the economy," the finance minister explained.

"If steps are being taken now, then a nocturnal closure should be done all over the country."

The Chief Economist's Division of the Treasury has estimated the economic damage to GDP, in the event that a more lenient closure is imposed, in the form of "tight restraint", and according to the analysis, the economic damage will be NIS 10-11 billion.

An addition of each week outside the holiday period means an additional damage of about NIS 4 billion.

The Ministry of Finance added that the adoption of the alternative could add hundreds of thousands of unemployed (including workers in the IDF and newly laid off workers who are not looking for work).

Economy Minister Amir Peretz also opposed a full closure, taking a similar position to Finance Minister Katz. "The economy and the education system must continue to operate in capsules and at the same time the health system must be strengthened to prevent insufficiency. Former Health Minister Yaakov Litzman told Netanyahu during the meeting:" You are ruining the holidays. " He replied: "We do not destroy anything, but work in the face of serious illness and severe mortality."

Prof. Gamzo recommended that the Corona Cabinet impose an almost complete closure for a month, followed by a softened closure for at least two weeks.

According to the "tightened restraint" outline, from next Thursday until October 12, the transition between cities during the holidays will be restricted, gatherings across the country will be restricted according to the definition of red localities and the education system will be closed throughout the period except distance learning.

According to Gamzo's recommendation, at the end of the month Israel will move to an outline of "partial restraint" for at least another two weeks.

During this period the gatherings will be limited according to the orange color, the kindergarten and first-fourth grade students will study as usual while the fifth-grade students and above will study from a distance, and in the private and public sector will return to full-time work in places without public reception.

At the end of the cabinet meeting, the government will convene to get a snapshot.

Gamzo stressed that he wants to take advantage of the holiday season to reduce significant morbidity, while curbing social contacts and calculated damage to the economy.

The goal of the corona supervisor is to reduce the daily number of patients to about 700-600, while simultaneously operating a full system of amputation of the infection chains.

Gamzo outline - from October 12 and for at least two weeks

  • Restriction of gatherings according to the limitations of the color orange

  • Opening the education system to fourth grade includes, fifth graders and up in distance learning only

  • Closing of restaurants, leisure and entertainment starting at 17:00 in the evening

Prime Minister Benjamin Netanyahu presented a tougher stance at the cabinet meeting than the "tightened restraint" plan that the Gamzo Axis proposed, according to which from next Thursday to October 12, the transition between cities during the holidays will be restricted, gatherings across the country will be restricted and the education system closed.

According to Netanyahu's proposal, a full closure will initially be applied for two to three weeks, after which conditions will be softened, and the state will move to the outline of Gimzo's 'tightened restraint'. "We need to start strong and then lower it," Netanyahu said. Health Minister Yuli Edelstein and Homeland Security Minister Amir Ohana also expressed support for a fuller and sharper closure during the meeting than the outline proposed by Gamzo.
