In order to respond more effectively to the use of narcotics and more generally to the various drug trafficking which is on the increase, the government has decided to generalize a flat-rate fine to deter consumers by hitting them directly in the wallet.

The intention to better suppress the use of narcotics is commendable and the mechanism relevant.
It facilitates the issuance of the sanction and alleviates the administrative work of the judicial police officers (OPJ), who can thus better devote themselves to the heavier procedures, in particular against the dealers.
The principle of the fine therefore has an undeniable virtue.
It makes it possible to sanction immediately rather than referring to a much later judicial summons (which will have the consequence of clogging the courts a little more) and to an often theoretical criminal response (in terms of cannabis consumption in particular).
