Hybrid CDU party congress: meet virtually, vote on paper

When the federal electoral law goes into parliamentary deliberations next week, the planned amendment to the political party law should also be discussed in the course of the proceedings in the interior committee.

According to SPIEGEL information, the Union parliamentary group has submitted a proposal to enable so-called hybrid party conferences due to the corona pandemic.

This should initially apply for a limited period until the end of 2021.

The change provides that party congresses with votes on issues can take place completely digitally.

In the case of person elections, however, voting on the corresponding items would have to take place analogously.

However, the regulation is intended to enable decentralized voting, so that ballot boxes for a candidate could be in different locations.

According to the proposal of the Union parliamentary group, the changes in party law should initially be limited to December 31, 2021 as a supplement to the so-called law on measures in company, cooperative, association, foundation and residential property law to combat the effects of COVID-19 Pandemic (GesRuaCOVBekG) are coming.

In the Union parliamentary group, it is assumed that the coalition partner SPD will support the plans, the position of the opposition parties is still open.

In the ranks of the CDU and CSU, they are betting that the Federal Council will be able to vote on the changes on October 9th.

If the plan works, the CDU could hold its federal party conference planned for December in Stuttgart completely digitally or in several halls at different locations.

The election of the new chairman would have to be done by voting on paper.

The CDU committees want to decide on Monday whether and how the party congress can take place in view of the corona restrictions.

No time for the issue of women's quota

It is probable that the party congress - whether organized in analogue or digital form in Stuttgart - will only last one day and should concentrate solely on the upcoming elections.

This would mean there would be no time for content-related deliberations - including the issue of women's quota, which is intensely discussed in the party.

Other statutory issues and the debate about the new basic program would then also be postponed to the next regular party congress.

The CDU would initially use the one-day party congress to elect a successor to chairwoman Annegret Kramp-Karrenbauer.

The party vice and North Rhine-Westphalian Prime Minister Armin Laschet, the former parliamentary group leader Friedrich Merz and the member of the Bundestag and foreign politician Norbert Röttgen apply for the post.

In addition, all positions in the presidium and federal executive committee are to be re-elected.

The federal board should approve the quota for women

In a two-page resolution proposal for the members of the CDU federal executive committee, which is available to SPIEGEL, it is recommended that the committee speak out in favor of the women's quota regulation drawn up by the structure and statutes committee.

It provides for a quota of women for group elections for board members from the district association level.

The outgoing party leader Kramp-Karrenbauer, who had campaigned for corresponding regulations in recent months, is trying to enforce a provisional decision on this issue, even without a party congress dealing with it.

According to the proposal, the federal executive board should also vote for the lesbians and gays in the Union (LSU) to be upgraded to a special organization of the CDU.

The structure and statutes committee had also spoken out in favor of this.

The members of the federal executive committee also received the report of the structural and constitutional commission as well as the report on the new CDU basic program.
