The Ministry of Transportation is continuing to promote the program of the maritime shuttles system, which aims to solve the problem of traffic jams, and now the program, at the initiative of Minister Miri Regev, is advancing to the tender phase.

The ministry placed the responsibility for promoting the project on Ayalon Highways, which will operate the tender.

The goal: to find an operating body for a maritime public transportation service in the form of shuttles, while utilizing maritime space and in a way that will reduce the use of a private vehicle.

In the threshold requirements for entities bidding for the tender, at least four vessels are required to operate each year between 2017 and 2019, at a frequency of once a week and at a distance of at least one thousand kilometers per year. Operating settings include passenger transfer, cargo or rescue operations. (These were not specified or defined in the initial tender) on vessels weighing more than one thousand tonnes or more than 30 meters. An

alternative condition is to provide a maritime service by the company itself or through a subcontractor, for ten vessels at least 30 meters long each year. In addition, services that include logistical operation of the vessel, with the company's minimum employment volume at ten full-time employees. The initial engagement period will be two years, with the company being able to extend the engagement by another three years (at one-year periods each time).

As part of the tender, bidders will need to present a detailed description of the vessel, of the operational set-up, the maintenance set-up, cost estimate, previous experience and scope of activity.

In particular, reference is also required to barriers and risks in operating the system, a requirement that probably stems from the little experience that exists in the market for the type of operation of this type of public transportation.

Regev recently spoke about the initiative of the mass transit service by sea, which she says went to Tel Aviv from Hadera and Netanya from the north and from Ashdod from the south.

"The sea shuttle will expand the public transportation system in the country and will be accessible to all citizens," said Regev.

"Many places in the world already enjoy sea shuttles as another means of transportation, and I think Israeli citizens also deserve to enjoy time savings, travel without air pollution, and a calm and pleasant arrival to work."

According to the Minister, "Israel has maritime resources that do not require complex infrastructure and the Ministry of Transportation is required to find innovative and groundbreaking thinking to alleviate the problem of traffic jams in Israel. The maritime shuttle is one of the variety of solutions I sought to explore and promote."

However, despite Regev's remarks, the initial tender does not specify any aspects concerning the mooring points of the shipping lines.

Currently, in Netanya and Hadera there is no port or option for boarding passengers.

If the maritime shuttles plan does materialize, it will also require the logistical envelope that supports getting to and from the anchorage to cities in order to be an attractive alternative.

An internal document submitted to the Ministry of Transportation on Ayalon routes about a month and a half ago states that the duration of the voyage between Hadera and Tel Aviv is 30 minutes, from Netanya to Tel Aviv 20 minutes and from Ashdod to Tel Aviv 25 minutes.

But these numbers can only be taken into account if two conditions are met: The first is that the shuttle will sail at a maximum speed of 80 km / h, similar to the "Bee 3" - a modern Navy cruise ship. This, when in terms of sailing it is an unpleasant voyage, unless There is a calm sea.The second is that the assessment of the sailing time according to this speed does not include leaving or entering

a mooring

, and slowing down if necessary. In

this condition the issues of boarding, arriving and disembarking from the boat and the designated mooring area derived from the ship structure are not considered. A long continuous compared to a significantly shorter one that allows ascent and descent from the front).

The idea of the naval shuttle to Tel Aviv was born in the last century

The idea of the naval shuttle is not new.

As early as 1996, the Ministry of Transportation commissioned research from the Technion on the subject.

Three years later, in 1999, the report was filed.

Mainly: according to the wave regime and the weather, it is possible to transport hundreds of passengers on high-speed ferries 90% of the time of year, the level of safety is higher than on the road, does not steal land, saves air pollution in population centers and reduces the presence of buses on intercity lines.

The possibility has also been examined in the past by the Tel Aviv Municipality.

In 2014, the deputy mayor and holder of the transportation portfolio, Meital Lehavi, supported the idea.

The offer then included a sea bus service with stations in the ports of Herzliya, Tel Aviv, Jaffa, Bat Yam and Rishon Lezion.

However, the Technion report does not refer to the economic cost, and in the Tel Aviv Municipality plan the examples presented did not deal with the same sailing conditions as those of the Mediterranean coasts, but referred to canals in northern Italy, Amsterdam, Venice and the Thames in London.

Until recently, the only "regular" cruise line in Israel between Acre and Haifa was operated.

The line was initiated by the Ministry of Tourism and the municipalities of Haifa and Acre, so it was not a cruise line with the character of public transportation, but was operated as an attraction.

The distance between the port of Haifa and the port of the Old City in Acre, about 13 km, was covered by the ship in about 40 minutes and cost NIS 30 one way and NIS 55 round trip.
