Surprise for the 1.5 million non-salaried workers, managers of VSEs and SMEs.

In its August letter, the Urssaf - in charge of collecting social charges - informed them that the estimate of their contributions to be paid corresponded to

"50% of the income which was used for the calculation of their provisional contributions 2020" .

Please note, this is indeed an advance intended to relieve the cash flow of companies, and not a gift

In other words, the administration intends to relieve the cash flow of small businesses, strained during confinement, by anticipating a drop in the income of company managers.

In 2019, the amount of these contributions amounted to 26.1 billion.

It is therefore, potentially, an advance of around 13 billion euros that Urssaf makes to small bosses.

“Be careful, this is indeed an advance intended to relieve the cash flow of companies, and not a gift,”

warns Urssaf.

Clearly, if the manager's remuneration exceeds the estimate made, there will be catch-up and contributions will remain due.

If, in the meantime, the company were to go bankrupt and the manager's emoluments were poorly assessed, Urssaf also takes a limited risk, because the amount of the contributions of the manager of an LLC constitutes a personal debt of which it is indebted.

And Urssaf to specify to the address of the most reluctant managers that

"non-salaried workers can at any time request a recalculation of their provisional contributions to stick as closely as possible to the reality of their remuneration".

This is not the first gesture that Urssaf makes to very small businesses.

Since March 20, the organization had already automatically postponed the deadlines for contributions and personal social contributions.

Their normal payment resumed in September for managers who opted for the monthly direct debit.

It will not resume until November for those paying their contributions in the quarter.
