The decision to impose a full closure was made by the Corona Cabinet last week following a very large jump in morbidity.

The government approved the decision on Sunday, with Edelstein even threatening ministers that he would completely withdraw his proposal if easing was required.

The government accepted Edelstein and Netanyahu's rigid approach, and indeed decided on a closure.

However, the government also approved the establishment of an exceptions committee, which includes Defense Minister Bnei Gantz, Finance Minister Israel Katz, Science and Technology Minister Yizhar Shai and Edelstein himself.

Edelstein, Katz and Shai objected from the outset to the full closure, and according to sources in the health system, they introduced more and more exceptions during the week.

"A situation has arisen where most of the exceptions do not see the closure," said a senior health official.

In addition, the manner in which the quarantine regulations were formulated and decided upon by the government was less rigid than that decided by the government.

As a result, and in light of the expansion of morbidity and the increase in the number of critically ill patients, Netanyahu, Edelstein and Gimzo came to the decision that the original format of a full closure should be returned, as will probably be decided after Rosh Hashanah.
