The Environmental Protection Department said today (17th) that it had hired 17 contractors in the form of service contracts through open tenders to provide waste paper collection and recycling services throughout the territory to maintain or improve the quality and quantity of local waste paper recycling.

The waste paper collection and recycling service contractor will gradually start the service from tomorrow (18th).

According to the authorities, the contractor and its associated street corner recycling stores, mobile recycling trucks, etc., must purchase waste paper that meets the standards at a recycling price of not less than 7 cents per kilogram for the first half of the contract period.

17 Contractors will collect waste paper across Hong Kong

The Environmental Protection Department stated that under the service contract, 17 contractors will collect waste paper, including paper, newspaper and office paper, from corner recycling shops, mobile recycling vehicles, and frontline recyclers in all districts of Hong Kong, and screen and sort them locally. After sorting and packing, the waste paper is exported to overseas markets such as the Mainland or Southeast Asia for recycling and then regenerated into paper products.

The contract also requires contractors and contact corner recycling stores and mobile recycling vehicles to provide financial incentives during the service period. In the first six months, the frontline recycling staff will purchase waste paper that meets the standards at a price of not less than 7 milligrams per kilogram of waste paper. Paper, that is, non-wet water and not polluted by other impurities and wastes; and every 3 months thereafter, it must be adjusted according to the actual export price of waste paper in the market.

The authorities hope that the relevant contracts can encourage clean recycling, thereby enhancing the overall quality of Hong Kong's waste paper and its competitiveness in the market, so as to support the entire waste paper recycling industry and stabilize the job opportunities of frontline recycling personnel in the industry.
