It was preceded by an unprecedented tension but, in the end, there was an agreement between Alberto Fernández, Horacio Rodríguez Larreta and Axel Kicillof to rebuild, even for a while, the tripartite table that was formed during the Covid-19 pandemic.

The president, the head of the Buenos Aires government and the Buenos Aires governor, protagonist of the episode related to the CABA funds that the Nation cut to reinforce the province, met again this Thursday and managed, for a while, to regain harmony.

They did so, anyway, only around handling the pandemic and extending the quarantine.

There was a meeting of almost two hours, a shared photo and some reserved talk, in addition to the coincidence to extend for another three weeks, the ASPO, technical name of the quarantine. 

An "umbrella" was spread over the pandemic to advance with the talks despite the fact that the fight for the funds that the Nation subtracted from CABA is still open, and unresolved.


The isolation will continue until October 11, the date on which it will complete 205 days since its beginning, on March 20.

The new stage, which confirms

the movement of the pandemic to the interior

, will include new openings in the AMBA. 

This Thursday, with 12,701 confirmed, Argentina surpassed the barrier of 600 thousand cases and consolidated another trend:

more than half of the positives reported were registered outside the AMBA

, with critical centers such as Santa Fe where there were 1,362 cases.

This Thursday, 6,371 cases -50.15% of the total country- were registered in the interior, extra-AMBA region, which includes the interior of Buenos Aires and the other 22 provinces. 

In Olivos, on Thursday night, they spoke of "regionalization" to explain - beyond the tension with the Buenos Aires government - the segmented announcement that will be made this Friday;

First, Nación will inform via networks about the extension, then Larreta and Kicillof, each one on their own, will explain the particularities.

The same, with their modes and speed, will do the governors of the districts with warmer indicators.

The traffic light that the consultant Martín Barrionuevo draws up, based on official data, synthesizes it into one piece of information:

Jujuy and Mendoza surpassed CABA on the podium of the districts with more cases per 100,000 inhabitants.

The Chief of Cabinet Santiago Cafiero was in contact, throughout the week, with the governors of the districts with the most critical views.

For a long time, the decision of what to do in each province has been made by the governor, and later, with the OK of the Nation.

The political noise between Fernández and Larreta was, for a while, suspended.

This Friday, each one will make the announcements on their own side: Nation will present a general framework at the country level, with the extension and some operational provisions. 

Then Larreta will have new openings that he agreed with the Casa Rosada, such as the authorization of bars and restaurants to use the terraces, as

well as private construction and religious celebrations for up to 20 people

.

The City is also evaluating

the provision of non-emergency medical care, rehabilitation centers and care in private schools.

Later, Kicillof will announce that it will allow, in the suburbs, private construction works to be resumed.

The map of the province presents, even so, a

lot of diversity with municipalities with restrictions and others with many openings.

That drawing was sketched on Wednesday by Cafiero, Felipe Miguel and Carlos Bianco, the heads of the Cabinet of the Nation, City and Province.


For now, there will be no return of classes in the squares as proposed by the Buenos Aires government

Nación is predisposed but the city circulated the version before achieving the OK from the teachers.

On Thursday Larreta and Kicillof arrived 5 minutes apart at the Olivos fifth.

The head of government arrived with his vice, Diego Santilli, and the governor with Bianco. The spokesmen were also present.

Larreta and Kicillof had exchanged messages during the week and the talk, in the previous one in Olivos, was cordial, although with some spicy comments between the governor and Santilli.

Then they went in to see Fernández.

The three were together for almost 2 hours.

Kicillof left at around 9:00 p.m. Fernández and Larreta were left alone for a while longer.

But the pandemic truce does not shut down the fight for funds.

Larreta decided that the policies against pandemic should continue despite the political tension on other fronts but, in parallel, defines the judicial strategy against the Fernández decree that stepped on the 2016 Mauricio Macri decree and almost tripled the funds sent to the city .
