Tian Beichen pointed out that the third wave of the epidemic in Hong Kong is severe, and the government's previous 10,000 yuan has been unable to support it so far. He suggested that the government send another 10,000 yuan to bail out.
At the same time, it is believed that the existing welfare for the elderly is not enough, and the government is required to lower the threshold of 2,000 yuan medical voucher to 60 years old, and the fruit fund exemption from asset inspection to 65 years old, in order to express its concern for the elderly.

He also suggested that the government take advantage of the epidemic situation to study new taxes, including capital gains tax, luxury goods tax, and dividend tax, to ensure fiscal stability.
Tian Beichen pointed out that in the early years the Financial Secretary set up the "Research Office for Tax Reform", but now he has nothing to do with it. He is worried that the government will consume more money under the epidemic and that the elderly welfare expenditure will continue to increase due to the aging population. He criticized the government for the "Prosperity of Peace". Inaction, the current social instability and weak economy have highlighted the need to reform the tax system.
Regarding the government’s concern that changes in the tax system will affect Hong Kong’s competitiveness, Tian Beichen emphasized that Hong Kong’s greatest attraction for investors is judicial independence and low profits tax, which give investors confidence and benefits, rather than employees who buy property in Hong Kong. Whether the appreciation will make a profit, or whether the proportion of profit will be reduced due to changes in the tax system, described as "I don't see that there is a special relationship between the two."
