From 2020 to 21, the Environmental Protection Department will provide regular funding for community recycling centers originally funded by the Environment and Conservation Fund, and contract non-profit organizations to operate community recycling centers. The number will increase from 17 to 22. The community recycling center can be put into service in the fourth quarter of this year, and the contract period is 28 months.

Six organizations continue to open new community recycling centers

The Wong Tai Sin Community Recycling Center is operated by the East Kowloon Residents Committee Co., Ltd., the owner of the center, He Qiqiang, stated that the department requires all centers to be unified from the signboard to the facade. The daily service hours are extended by one hour to 7 pm on Sundays and Sundays. Some public holidays are also open as usual, but the decoration of new shops has been slightly delayed. The new plan will be tested in the old shops next month and will be moved to the new shops in November.

He said that in the past, toilet paper and rice were used to encourage citizens to recycle, but it was observed that more than 70% of the citizens would not redeem it, and some would not even apply for membership. The main hope was that the waste could be recycled.

He used plastic recycling as an example to encourage residents to collect 15 metric tons a month at the peak, but the new center did not require separate collection.

As for the Tai Po Community Recycling Center, it will continue to be operated by the Environmental Protection Council.

Director-General Qiu Rongguang said that in the past, the results have been good. It was originally expected to collect two metric tons of plastic per month. However, at the peak, 30 metric tons of plastic was collected in a month. The current average is about 10 metric tons per month. Change the image, open waste upgrading and recycling workshops, etc. to attract more people.

The Environmental Protection Agency's waste paper recycling service will start tomorrow. The recycling price for the first half of the year is not less than 7 cents per kilogram

The processing volume of the South China Food Waste Plant has not reached the standard for many years, and the operation will be closed early for seven and a half years

Set up a reward and punishment mechanism to increase incentives for center recovery

For the first time, the Green Leader Group will operate a community recycling center, which will be stationed in Sham Shui Po District.

Director General Ho Hanwei said that the image of the new center is different from the corner recycling shops, which makes people feel more glamorous and comfortable. Together with the operation of non-private companies, it hopes to increase residents' confidence and motivation in recycling.

In addition, he pointed out that some recyclables have a minimum monthly recycling volume and a reward and penalty mechanism. If the quantity is too low, the service fee will be deducted. If the quantity exceeds the requirement, a percentage will be provided as a reward, which will help increase the center's recycling power.

He believes that the center does not require the public to separate and recycle plastics. It is estimated that it hopes to increase the convenience. However, to achieve educational purposes, it is possible to take one step further to encourage classification.

Liu Zhifeng, Director-General of Green Earth, believes that the current center space is small and unobtrusive, and improving the appearance is essential. It is best to add a well-known mark such as a wandering ghost to increase recognition.

He also suggested to refer to the smart beverage plastic bottle collection machine in the market, so that the public can use the Octopus to receive cash rebate to increase the convenience and incentives for recycling.
