Instead, cheap apartments would be absorbed by the housing market in the greater Munich area.

As an example, the SPD names the eight apartments in Sommerfeld that are intended for free rental.

“Most of these were not rented to people with an existing connection to our community,” said the SPD.

Establishing a place reference as a basic entry criterion when awarding communal apartments is "long overdue".

The SPD used the criteria catalog of the municipality of Oberhaching as a model.

There the local reference is considered fulfilled if someone has had his main residence in the municipality for five years.

Or it applies to returnees who moved no more than two years ago.

Mayor Christoph Schmid (CSU) said: "The criteria were already there." And: "We did not award the highest bidder." He had treasurer Dominik Wendlinger present a review.

Accordingly, the municipal council passed resolutions in late 2018 and early 2019.

At that time it was mainly about the two municipal apartment buildings on Sommerfeld, where a total of 16 apartments were built.

On the one hand, the committee agreed to give eight of them to community employees.

The rest should be rented out freely - but taking into account a catalog of criteria and a point system.

For example, there were points according to income, children, disability or hardship.

According to Schmid, these conditions also applied to apartments reserved for town hall employees.

The criterion of location reference should also be included by adding one point for every five years of current residence in Holzkirchen.

In fact, however, the rush of locals was not as great as expected, says Schmid.

On the other hand, the local council decided at the time that they would like to re-examine the agreement in 2021.

In Schmid's eyes, the SPD proposal is now superfluous.

According to Schmid, the community owns around 150 apartments.

The criteria apply to everyone when re-letting.

CSU parliamentary group leader is bothered by details of the SPD proposal

Elisabeth Dasch (SPD) criticized the fact that the town hall employees brought many external people here.

Schmid countered that it was the intention of the municipal council to reserve apartments for employees.

Sebastian Franz (CSU) emphasized that the place reference has always been a very specific topic of the CSU and FWG.

Nevertheless, he could not agree to the SPD proposal - because he was bothered by the details.

In the end, the committee recommended that the municipal council commission the administration to take a closer look at the award criteria for 2021 - with a special focus on the location.
