Liu Yeqiang, chairman of the Heung Yee Kuk and member of the Legislative Council, said that all regions around the world have used money printing and interest rate cuts to stimulate the economy. Because the joint exchange rate system cannot follow the above methods, Hong Kong can only start by controlling public financial expenditure.

He pointed out that although Hong Kong’s fiscal reserves have fallen to 800 billion, its finances remain sound. He believes that the government’s issuance of bonds under the current low interest rate environment will be an attractive investment.

The Heung Yee Kuk supports the "Lantau Tomorrow" project and requires that it be launched as soon as possible.

Liu Yiqiang pointed out that the reclamation plan is a medium and long-term development, which can promote the development of Lantau and the north and south of the New Territories, and create wealth and jobs for Hong Kong in the future.

He suggested that the "Lantau Tomorrow" project could also be conducted in the form of debt issuance.

He continued that most residents of the New Territories have contacts with the Mainland. Some people used to travel to and from Shenzhen every day. He hopes that the government will implement the mutual recognition of the "Health Code" between Guangdong, Hong Kong and Macao as soon as possible to restore daily exchanges between the three places.

The Heung Yee Kuk mentioned in the proposal that the Lands Department had a backlog of more than 10,000 small house applications and criticized the slow approval of applications and difficulty in meeting the housing needs of indigenous residents. It also pointed out that the number of small land available for housing construction in the New Territories is decreasing and limited. The three-storey small house did not make good use of precious land resources. It is believed that the government needs to explore the feasibility of developing the small house to high altitude.
