The Corona Cabinet today (Wednesday) discussed an outline for tightening the closure restrictions immediately.

An outline discussed by the ministers includes a general closure, and prayers and demonstrations in groups of up to 20 people in the open space and at a distance of up to 1,000 meters from the house.

The ministers are also discussing the possibility of stopping work in the private and public sectors completely, with the exception of vital workers.



A senior ultra-Orthodox source said that "we are still in consultations, but that sounds logical."

The Prime Minister's Office said after a consultation between Netanyahu and a small team of ministers on the outline of demonstrations and prayers that "we are in an emergency following the sharp rise in morbidity."

During the consultation Netanyahu convened with some of the ministers before the Corona cabinet meeting, the possibility arose of declaring a national emergency - either by amending the Corona law or by announcing the Minister of Internal Security, senior officials said, updated on the details of the meeting.

According to them, the Attorney General is preparing an opinion on the matter.



A declaration of a state of emergency will allow the government to bypass the Knesset and set restrictions in regulations rather than primary legislation.



Senior officials noted that during the meeting the Corona commissioner warned Gamzo of further increase in morbidity and said that restrictions should be exacerbated.

Following his remarks, the cabinet will discuss a complete closure in which there will be no work in the public and private sector except for essential work and it will be forbidden to leave the house except for the purchase of food and medicine.

In a telephone consultation that preceded the meeting of the Corona Cabinet, Justice Minister Avi Nissenkorn also asked to restrict the holding of prayers in the public space, if a general closure is imposed before Yom Kippur.

Nissenkorn argued that equality is required, and if demonstrations are forbidden, then there is no room for exceptions.

Deri reacted angrily and before he left the conversation, he said: "I will not allow prayers in the State of Israel, even in the public sphere."



Justice Department officials say Nissenkorn supports the recommendation of professionals to impose a total closure by the end of the holidays to dramatically lower the morbidity threshold.

According to them, such a complete closure will require changes in legislation and will prevent both prayers in public space groups as well as demonstrations and business activities.

They added that Nissenkorn made it clear that if the closure was not absolute and on all types of activities demonstrations could not be prevented.



Prof. Gamzo, recommended tightening the restrictions on closure as part of an attempt to curb the spread of the virus, and among other things proposed immediately closing synagogues and allowing prayers in open areas only.

This is while according to the current outline of the demonstrations, which has not yet been approved by the ministers and the Knesset, protests can be held in capsules.

Thus, the demonstrators will be divided into groups of 20 people while maintaining a distance between the groups, as well as will be required to wear masks.

It was also decided that the organizers of the demonstrations would be required to appoint ushers to enforce the rules.
