A diplomatic mission from the European Union has been sent this week to Caracas to promote minimum democratic conditions before the parliamentary elections on December 6, as confirmed to CNN by a spokesperson for the European office for the External relationships.
This mission, dispatched by mandate of the high representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, will meet with different voices of Venezuelan civil society, actors from the main political forces and representatives of the Church.
"In Venezuela there are no conditions for free and transparent elections," warns the International Contact Group
This occurs after the meeting held by the International Contact Group (ICG) for Venezuela on September 17, where the member states considered that "the conditions for a transparent, inclusive, free and fair electoral process are not met."
The GCI also maintains that there is no time to deploy an electoral observation mission to ensure the credibility of the elections.
After that meeting, the Foreign Affairs Council of the European Union supported, this past Monday, September 21, that the International Contact Group maintain negotiations to find a solution that would allow the presence of an EU mission during the elections .
"For now the conditions are not met, but we still believe that there is a window of opportunity," said Borrell at the end of the Council.
According to the leader of European diplomacy, to send an electoral observation mission a "5 or 6 months" margin is needed, although he added that they would continue to approach "the Maduro government and both sides of the opposition groups, to see how we can be useful for a peaceful and democratic transition in Venezuela ”.
