The tax on the weight of new vehicles recommended by the Citizen's Climate Convention is absent from the 2021 draft finance law which is due to be presented on Monday.

A possible tax on the weight of new vehicles will not be included in the 2021 budget, said the Ministry of the Economy on Friday, but this penalty is the subject of "

negotiations

", according to the Minister of Ecological Transition.

This measure recommended by the Citizen's Convention on the Climate is absent from the 2021 draft finance law to be presented on Monday, the Ministry of the Economy told AFP.

"

In the current economic context, I do not want any tax increase and I want to protect industrial jobs, factories and the purchasing power of the French,

" said the Minister of the Economy Bruno Le Maire in Les Échos.

The Minister for the Ecological Transition Barbara Pompili said for her part that "

negotiations

" were "

still underway

" on the possibility of a tax on the weight of vehicles.

It is not in the finance law that will be announced, since negotiations are still underway.

So it is normal that it is not in the budget.

We are discussing it and we will see,

”said the minister, when asked about RMC and BFMTV.

Personally, I have already defended it in the Hemicycle

”, recalled Ms. Pompili.

The Citizen's Climate Convention has proposed measures, and my role is to ensure that we can implement them,

” said the Minister.

The future bill, which will contain a little more than a third of the proposals of the Convention, will be tabled "

a priori in mid-December

" at the Council of Ministers "

when we have made all the consultations that are in progress

", indicated the Minister. .

The text will come to the Assembly “

after the first trimester

”.

Barbara Pompili also declared herself "in

favor of a framework

" of advertising, within the framework of the legislative transposition of the measures proposed by the Citizens' Convention on the climate.

Ms. Pompili stressed that advertising "

encourages the consumption of a certain number of products

", while there are products "

dangerous for the environment

".

"

We are in consultation

", insisted the minister who "

does not want to preempt a decision that

is not taken".

Regarding SUVs, she recalled that she had "

asked that they be

'

malussés

'

at one time

.

"

"So obviously that (it is) a type of vehicle whose consumption should not be encouraged," she added.

The Citizens' Convention had proposed to "

very strongly reinforce the penalty on polluting vehicles and to introduce weight as one of the criteria to be taken into account

", with exemptions for large families.

The president of the Automotive Platform (PFA), Luc Chatel, who represents companies in the sector in France, was concerned about this new tax in mid-September.

"This penalty would impact 70% of cars produced in France when we want to launch a program to locate the automobile of the future in our country," Mr. Chatel assured.
