Lam Cheng: Recognized that the media can enter the lockdown Regional Records Association: the police can screen at will

Chief Executive Carrie Lam Cheng Yuet-ngor posted a post on social networking sites early in the morning, stating that the police force uses a news release system "this objective, open, and non-discriminatory service platform to define who is the "media representative" and provide them with special arrangements for police operations."

The post mentioned that accredited media can enter the blocked area for interviews and take photos in special locations, just as if they were arranged to attend press conferences or events for interviews, and asked, "How can it suppress press freedom or screen journalists? ?"

The HKJA issued a statement expressing extreme disappointment, believing that Carrie Lam had clearly downplayed the harm of relevant measures to Hong Kong's press freedom, and also showed that she failed to grasp the worries of the industry.

The Association of Journalists reiterated that after the police revised the definition of "media representative", those who hold membership cards of the Association of Journalists or Photojournalists no longer meet the relevant definition.

The "General Police Regulations" also does not clearly define what is meant by "personnel of internationally recognized and well-known non-local news agencies, newspapers, magazines, radio and television broadcasters."

The Journalist Association believes that the police can arbitrarily screen "eligible" media to enter their blockade, while other media are kept out.

Yang Jianxing, chairman of the Records Association, urged the police to immediately withdraw the arrangement, revealing that they are consulting legal opinions, and would not rule out a judicial review.

The Records Association criticizes the police blockade for increasing

The statement mentioned that in the past year or so, the police have set up lockdown zones in public places and conflict scenes. The area has become wider and wider. It is difficult for the media outside the blockade to film, observe and report in a comprehensive way, depriving the public of their right to know in disguise.

The Journalist Association criticized that apart from abusing the blockade, the police are now further using administrative measures to restrict the freedom of media interviews. The purpose is clear.

The Journalist Association stated that the police unilaterally amended the "General Police Regulations" to dissatisfy the local industry and arouse international attention. Organizations such as the International Federation of Journalists and the Hong Kong Foreign Press Association opposed it.

The Journalist Association pointed out that the Chief Executive has repeatedly ensured that the Basic Law's protections for Hong Kong residents' freedom of speech, news, and publication will not change. It is hoped that the Chief Executive will rein in the precipice and immediately instruct the police to withdraw the amendment.

The police recently revised the definition of "media representative" in the "General Police Regulations" to only recognize media organizations that have registered with the Government Information Services Press Release System (GNMIS), or internationally recognized and well-known non-local news agencies, newspapers, magazines, radio and television Broadcasting agency.
