An Antonov AN-26 military aircraft crashed in eastern Ukraine.
This was announced by the regional governor Alexej Kutschera.
According to Kutschera, there were dead people at the site of the accident near the town of Tschuhujiw, but also survivors.
The Ukrainian military also confirmed the crash on Facebook.
Authorities spoke of 23 people on board.
The exact number was therefore unclear.
According to the dpa news agency, students from the Air Force University are also said to have been on board.
It is said to have been a training flight.
The aircraft fell on the runway while approaching.
