The Office of Policy Innovation and Co-ordination reiterated that the reward plan submitted by ParknShop and Wellcome Supermarket must comply with three principles, including: 1) The amount of reward should not be less than 50% of the wage subsidy approved in the second phase of "Employment Guarantee" %; 2) The measures must be quantifiable and transparent, and are discounts outside of the usual two supermarkets; 3) The beneficiaries are mainly disadvantaged groups, followed by customers and front-line employees of their company. A government spokesman said that after considering the opinions of all sectors of the community, the two supermarkets do not support the two supermarkets to provide discounts to customers, including price reductions, freezes and other measures linked to the price of goods. The government and the public cannot always monitor the prices of supermarket goods and give back. The discount provided by the program is also difficult to distinguish from the discounts usually provided by the two supermarkets, making the program lack of transparency, so the approved feedback program does not include any discount arrangements.
According to the government, the cash coupons that PARKnSHOP gave to the public were in line with the principle and therefore agreed to include the measures in the reward plan.

Wellcome’s price freeze measures failed to meet the principles and were not included in the reward plan
The spokesman pointed out that Wellcome and Baijia received wage subsidies of 184.50 million yuan and 161.96 million yuan in the second phase of "Employment Guarantee" respectively, so the basic rebate amount should not be less than 92.25 million yuan and 80.98 million yuan.
The current reward measures of Wellcome and Pokka involve RMB 100 million and RMB 81 million, respectively, accounting for 54% and 50% of the wage subsidies received.
The spokesperson continued that in Wellcome’s approved reward program, 90% of the basic rewards are cash coupons, meal vouchers and matching donations that benefit disadvantaged groups, and the rest will be rewards for frontline employees (wellcome has other measures outside of Bonus).
As for the Wellcome price freeze measure, it failed to meet one of the principles. It was previously known that the Wellcome measure could not be included in the feedback plan.
Although the 100 million yuan reward plan provided by Wellcome does not include this arrangement, Wellcome is welcome to introduce additional preferential measures for customers on top of the approved reward plan.
PARKnSHOP has been reminded to comply with relevant laws and regulations
As for the reward plan approved by PARKnSHOP, the basic reward amount is 80.98 million yuan, of which 50.5% are cash food vouchers that benefit disadvantaged groups, 39.5% are cash vouchers for citizens, and 10% are rewards for frontline employees.
Because the cash coupons given to the public are in line with the principle, it is agreed that the measures should be included in the reward plan.
PARKnSHOP has proposed to distribute gold coupons in the form of a lottery, and has reminded that it must comply with relevant laws when it is executed.
In addition, the government has required the two supermarkets to disclose the list of beneficiaries, the number of beneficiaries, and the amount involved in due course for the public to monitor, and all supermarkets’ basic feedback programs must be completed by the end of December this year.
